국가간 대학의 교류 및 평가협력기구 비교분석 연구 - UMAP, ENQA, INQAAHE를 중심으로 -

본 연구는 고등교육 평가기구간 협력방안에 필요한 정보를 추출하기 위하여 국가간 상호 교류 및 평가 협력체제인 UMAP, ENQA 및 INQAAHE의 실태를 분석하고, 이 분석을 토대로 평가기구간 협력체제 구축 방안을 탐색하기 위한 시사점을 제시하는데 목적을 두고 있다. 연구목적을 달성하기 위해 문헌연구, 전문가 협의회, 대학관계자 면담 등의 연구방법이 활용되었다. 본 연구의 결과로 나타난 시사점은 첫째, 국가간 상호교류 프로그램의 활성화함에 따라 대학간 교류가 가시적인 증대를 가져왔다는 것을 알 수 있었으며, 둘째, ENQA의 창설은 고등교육 질 인증에 있어서의 경험을 공유하고 이를 발전시킬 목적으로 추진된 소위 European Pilot Project에서 비롯되어, 고등교육에 있어서 질 인증에 관한 협력을 촉구한 유럽 정상회담의 권고가 그 결정적 계기가 되었다는 것을 파악할 수 있었으며, 셋째, 향후 실질적인 한국 대학교육의 세계화를 이룩하기 위해서는 UMAP, INQAAHE 프로그램 등을 활용하기 위한 정부와 대학 간의 공동 노력이 절실히 요구된다는 것이다. The purpose of this study is to analyze comparatively three international networks of UMAP, ENQA, and INQAAHE and to give suggestions in order to help cooperation of quality assurance networks of Higher Education. For this study, various research methods were used such as literature reviews, hearings from experts in higher education, and interviews with staffs of universities. The implications from this study tell that: ① development of international interchange and cooperation programs among universities increases remarkable growth among universities of the world in terms of their cooperation and collaboration to improve their educational quality, ② the establishment of ENQA contributes tremendously to share the experience of quality control of universities and to cooperate together for its improvement, ③ governmental efforts of utilizing programs offered by UMAP, ENQA, and INQAAHE are strongly required in order for universalization of higher education in a practical sense.
