해상풍력발전은 기후위기를 극복하고 탄소중립을 실현하는 대안으로 주목받고 있다. 그러나 어민을 비롯한 지역주민들의 수용성을 확보하지 못하여 사회적 갈등이 반복적으로 발생하고 있다. 이에 본 연구에서는 우선, 언론분석과 이해관계자 심층인터뷰를 통해 국내 해상풍력발전을 둘러싼 주요 갈등 현황과 원인을 도출하고 주민참여와 관련된 현행 제도의 미비점을 분석하였다. 그리고 이를 미국과 주요 유럽 국가들의 주민참여 제도와 비교 분석하여 시사점을 도출하였다. 분석 결과, 해상풍력발전에 대한 주민 수용성을 확보하고 참여를 확대하기 위해서는 해상풍력발전의 전 과정에 대한 정보 제공 시스템 구축, 개발 계획 초기단계부터 어민을 포함하여 지역주민들의 의견 수렴 확대 및 적극적인 피드백, 주요 이해관계자들로 구성된 협의기구 운영, 갈등의 예방 및 관리를 위한 전문적인 컨설팅 제공 등 사업 추진 과정에서 투명성과 상호신뢰 확보를 위한 제도적 기반 마련이 선행되어야 하는 것으로 나타났다. Offshore wind energy draws massive public’s attention as an alternative technology to mitigate climate change and to accommodate carbon neutralization. Its actual application yet fails to be consented by local communities including fishermen, repeatedly causing social conflicts. In this study, we have first set to identify the reasons of the social discrepancy between high levels of public support and low rates of local acceptance when it comes to offshore wind energy development. To do so, we have carried out in-depth interviews with the affected parties in conflicts of interest. We have also analyzed relevant media reports and the current policies regarding local community participation. We have, next, reviewed the local community participation systems of USA and several countries in Europe, which then compared to the corresponding Korean system. In doing so, we have found the followings should be coined in offshore wind energy development: (1) “opening up” the entire process of offshore wind energy development via information access system; (2) hearing the opinions and feedbacks of local communities including fishermen from the beginning stage of offshore wind energy development; (3) organizing authorities composed of representing parties in conflicts of interest; (4) providing expert consultation to reconcile possible conflicts. In sum, all the above would make up the infrastructure to create openness and bidirectional trust, resulting in robust participation of local communities.
