A safety management system is a information system. This system finds out hazards which could occur during safety management activities, and analyze and evaluate their natures, and then plan to take measures. Therefore accidents could be prevented. To establish the information system, robust architectures are required. A purpose of this research is to derive procedure of establishment in relation to developing safety management systems, which is needed to be advanced. To accomplish it, we reviewed a movement of architectures to establish electronic information and a movement of technology development. And then we led definitions of requirements and architectures development process from those that are based on review of the trends.

A railway is a complex system integrated with a lot of technical elements such as rolling stock, power, signal control, communications, tracks, stations, operation control systems, and so on. As a mass transportation system, a railway could contain potential risks that may result in a high death rate and property losses. Accordingly, Railroad Safety Technology R&D Corps. is adopting the plan of the construction of Railway Safety Test Facilities as a part of the Railway Total Safety Project to enhance the railway safety, and carrying out researches on effective project management methods with Systems Engineering techniques. To support that, we propose the more effectual management method of constructing the Railway Safety Test Facilities applying the model-based systems engineering tool to the research.

Requirement management is an important phase that has a significant influence on the project success. As a risk to a project fail is getting bigger, people adopt Systems Engineering method to the development of the effective requirement management. Accordingly, Railroad Safety Technology R&D Corps. is progressing the plan of the construction of Railway Safety Test Facilities as a part of the Railway Total Safety Project to enhance the railway safety, and carrying out researches on effective requirement management methods with Systems Engineering techniques. To support that, we introduce the Systems Engineering Requirement Management Process and propose the more effectual management method of constructing the Railway Safety Test Facilities applying the model-based systems engineering tool to the research.

As a mass transportation system, a railway contains potential risks that may result in a high death rate and property losses. Accordingly, Railroad Safety Technology R&D Corps. is adopting the plan of the construction of Railway Safety Test Facilities as a part of the Railway Total Safety Project to enhance the railway safety, and carrying out researches on effective project management methods with Systems Engineering techniques. When a system or a service is realized, such as the Railway Total Safety Project, it needs to be verified by requirements and the process of verification is to check whether customers/stakeholders requirements have been properly transformed into a system or a service. Recently, building the standardized verification system up could be the solution to reduce possible system-failed risks. To support that, we propose the more effectual verification method of constructing the Railway Safety Test Facilities applying the systems engineering tool to the research.

Railway systems are one of the best mass transit systems and many people have prevented incidents/accidents and reduced fatalities remarkably. Especially we have tried analyzing and finding the measures to prevent catastrophic accidents like train collision, derailment and fire because of their severities. It is important to assess the safety performances of railway systems like crash-worthiness analysis, body , derailment affecting factor analysis and so on for reducing and finding out the reasonable causes of disastrous accidents. In this paper the refined top-level system requirements to build-up national infra for assessing railway safety performance and the procedures and methodology for reviewing, verifying and validating infra requirements are explained. Basically the authors have used system engineering processes to analyze and verify the requirements and installation procedures and have tried maximizing the practicality of the various safety assessment systems.

Systems Engineering(SE) is the multi-disciplinary approach, providing the integrated life-cycle balanced view and validating the results, when the complex system is developed. The goal of adopting SE to a project is to choose the most balanced solution among various possible alternatives and the application of SE is getting expanded into the commercial industry and project management area. Railway is the mass transportation integrated with complex technologies and many researches are making steady progress for more effective program management using SE process or methods in railroad industry. In this study, we identified relationships between the general SE process and the outputs/results of the project analyzing them, and suggested our own criterion for the data repository to manage information consistently and to access the information easily in case of need using MBSE.

Accordingly, Railroad Safety Technology R&D Corps. is adopting the plan of the construction of Railway Safety Test Facilities as a part of the Railway Total Safety Project to enhance the railway safety, and carrying out researches on effective project management methods with Systems Engineering techniques. Recently, various systems engineering tools such as CORE or Cradle are applied to manage the system requirements and the project management process in the part of the aerospace engineering and automobile engineering so on. The railway industry also makes an effort to develop an efficient management skills using systems engineering tools as the railway system is multi-disciplinary. Therefore, we propose the more effectual management method of constructing the Railway Safety Test Facilities applying the systems engineering tool to the research.
