        As Seoul Subway Line 2, a circular line playing a key role in public transportation in the Capital city Seoul, transports more than 2 million passengers daily with 20 transfer stations providing links to 9 other lines in Metropolitan area, the overall congestion by the growing number of its users during rush hours is on the rise with frequent delays in train operation mostly due to the longer alighting and boarding times. In this regard, passenger transport is being disrupted as passenger complaints are building, and yet it is not straightforward to efficiently mitigate congestion by establishing optimal train operation plans even taking into account the fact that there might be problems taking immediate actions in case of emergency. The study came up with optimum management plans that can apply to the actual train operation through step-by-step test run in order to eliminate the factors causing a delay and to decrease congestion.
