This paper argues that the engagement approach to North Korea worked effectively in terms of not only containing North Korean threat but also having it move forward under the liberal administrations of Kim Dae-jung and Bill Clinton. However, as the neoconservatives emerged in the U.S. foreign policy arena as the dominant power bloc under the Bush administration, the bilateral cooperation ceased with a rapid increase in tensions on the Peninsula. The tragic terror that occurred on September 11th in the U.S. emboldened the neocons to become more aggressive toward such "rogue states" as North Korea. The Kim Dae-jung administration tried to persuade them to change course, but, failed. The result was the retardation of the Korean peace process and the strengthening of the North Korea nuclear capabilities.
