본 연구는 글로벌 물산업 진출을 위한 물산업지수 개발에 있다. 이를 위하여 국내외 물 관련 지표를 조사하고 각 지표의 세부항목ㆍ목적 등을 검토하였다. 또한 개발된 물산업지수를 전세계 국가에 탐색적으로 적용하고 정책적 함의를 도출하고자 한다. 물산업지수의 선정과정은 국내ㆍ외 범용되는 물 관련 지수를 조사하여 지수별 지표항목을 정리하고 구성요소별 특성을 파악하였으며, 기존 지수별 산정방법에 대한 이론적 고찰 및 국토교통부 물산업 분류체계를 활용하여 유역종합개발산업, 상하수도산업, 대체수자원산업 3가지 유형으로 물산업을 분류하여 지수를 정의하였다. 물산업지수를 대륙별ㆍ국가별로 비교 검토한 결과 개발도상국과 물 빈곤 국가들이 많이 분포한 아프리카와 아시아대륙의 국가들이 대체적으로 높게 산정되었다. 물자원이 풍부한 지역에서도 취약 국가들이 나타나 기술력을 통한 물산업 진출 가능성을 확인하였고, 자연재해 및 환경을 고려한 물산업 진출 계획이 필요함을 알 수 있었다. 물산업지수 개발은 향후 국내 기업들이 해외 수자원산업 진출을 하고자 할 때 대상국의 객관적인 평가를 통하여 진출 전략을 수립하는 데 기여할 것으로 판단된다. The purpose of this study is to develop the water related evaluation index (water index) for entering the global water industry, And to apply it exploratively. The selection process of the water industry index was conducted by examining the domestic and overseas general water indexes, and the index items of the index were arranged and the characteristics of each component were identified. The theoretical background of the existing index of water index was established through the theoretical review of the existing index, and the index was defined by classifying the water resources industry into three types of integrated river basin development industry, water and sewage industry, and alternative water resources industry. As a result of comparing the water industry indices by continents and countries, the countries of Africa and the Asian continent, which are mostly populated by developing countries and poor countries, were generally highly estimated. On the other hand, it was found that vulnerable countries were not selected only by the continent or the natural environment of the country, and it was necessary to be considered in connection with issues such as social environment and natural disasters. The development of the water industry index for the entry into the global water resource industry will contribute to establishing the entry strategy through objective evaluation of the target country when Korean companies intend to advance into the overseas water resource industry in the future.
