Our society has been dominated by the Dilemma Theory that rational individuals cannot get out of the 'Tragedy of the Commons' without helps from state or market. However, many empirical researches have discovered cases that common pool resources could be managed by cooperative methods of community. Based on the possibility of managing common pool resources by residents' cooperation/solidarity revealed by the recent case researches, this study aims to seek for the theoretical basis to prove it. Generally, public policies are carried forward based on the theoretical basis of the relevant social issues. The objective of this study is to suggest the new direction of policies related to domestic common resources through the researches on community's role in managing local common pool resources represented as "scenic spot". For this, it aims to reveal the influence of community activity on behavioral intention of local common pool resources, by drawing/quantitatively measuring measurement items of local residents' community activity on top of attitude, norms, and behavioral control suggested by the existing Theory of Planned Behavior. The results of this study are as follows; 4 factors such as attitude toward behavior, subjective norm, perceived behavior control, and community activity were all factors that influenced intention to manage.

청소년 문제행동 완화를 위한 도시농업 체험활동의 효과 분석

The purpose of this study is to verify the effect of urban agricultural practice on the factors of adolescent problem behavior. The main findings of this study are as follows. First, as a result of measuring quantitative research, urban agricultural practice improves 16.7% of self-worth, reduces 28.1% of depression, and improves 19.4% of sociality, the factors of adolescent problem behavior, and statistical significance is confirmed in all lower measures. Second, as a result of measuring qualitative research, there are overwhelmingly many cases that most items change positively or are maintained in sentence completion test. Third, a positive change of mind in adolescent communication, cognitive and problem-solving abilities, and participation is confirmed through observation of program participation behavior. It is significant for this study to confirm that urban agricultural experiential activity has a positive impact on the factors of adolescent problem behavior, and to verify educational effects and social values of urban agricultural practice including the necessity of development and operation of urban agricultural program to solve youth problems.

In urban regeneration project, the residents voluntary participation is regarded as one of the most important elements to increase the execution, by increasing the residents bond of sympathy and establishing the project plan desired by the residents in the policy-making process. With the increased roles of community, it was needed to form the voluntary community by members, and for the sustainable urban regeneration project, the vitalization of community is emphasized. Thus, this study focused on the concept of the elements of community as the measures for the enhancement of sustainable residents participation in urban regeneration project. In order to perform an empirical research on community mentioned as the measures for vitalizing the residents participation in urban regeneration project, this study examined the elements and meanings of community changed in modern society, and also the influence relations between elements of the re-established modern community and residents participation. The objective of this study was to suggest the measures for the enhancement of sustainable residents participation through the vitalization of community in urban regeneration project. Especially, the significance of this study is to verify the elements for the independence of community by adding the public interest and profitability in the aspect of project and the elements of community changed in modern society for the differentiation from the existing preceding researches. As a result, this study could contribute to the suggestion of diverse theoretical perspectives for the meanings of modern community and the enhancement of residents participation.
