유럽 사회적기업 고찰과 시사점 -스웨덴 사회적기업을 중심으로-

본 연구에서는 스웨덴 사회적기업에 대한 고찰을 기반으로 우리나라 사회적기업이 앞으로 나아가야 할 방향과 지속가능한 가능성 배양과 미래지향적이고 전향적인 발전을 위한 시사점을 제언하고자 하였다. 본 연구를 통해 스웨덴의 사회적기업에 대한 사례 연구 결과 다음과 같은 특징은 다음과 같다. 첫째, 스웨덴은 제3섹터의 민간 영역의 사회적기업의 규모가 작으며 세금우대나 계약 우선권 등을 보장해 주지 않고 있다. 둘째, 스웨덴 사회적기업은 노동통합형의 형태를 특징으로 하고 있다. 셋째, 사회적기업에 대한 재정직 지원에 있어 스웨덴은 지역협동조합개발기구(LUK)라는 민간조직을 통해 지원하는 있다는 점을 알 수 있었다. 이에 다음과 같은 시사점을 제언하고자 한다. 첫째, 우리나라 사회적기업의 정부의존도에서 탈피하여 이제는 자생력을 갖추어 나갈 수 있는 제도적 정비가 필요한 시점이라고 할 수 있다. 둘째, 우리나라 사회적기업은 다른 사회적기업 혹은 사업영역과의 다양한 채널을 공유하는 네트워크을 구축할 수 있는 시스템적 접근을 필요로 판단된다. 셋째, 우리나라도 사회적기업에 대한 중앙정부의 재정적 지원의존에 탈피하여 이제는 지역사회내에서 재정적으로 지원할 수 있는 폭넓은 재정지원 확대 방안이 모색되어야할 시점이 도래했다고 할 수 있다. Based on the study of social enterprises in Swedish, this study tried to suggest the direction for the future of social enterprises in Korea, and implications for cultivating sustainability and future-oriented and forward-looking development. As a result of a case study on social enterprises in Sweden through this study, the following characteristics are as follows. First, in Swedish, the size of social enterprises in the private sector in the third sector is small and does not guarantee tax breaks or contract priority. Second, Swedish social enterprises are characterized by a form of labor integration. Third, it was found that Sweden provides support through a private organization called the Local Cooperative Development Organization (LUK) when it comes to financial support for social enterprises. Therefore, I would like to suggest the following implications. First, it can be said that it is the time when we need to institutionalize the social enterprises in Korea so that they can escape from dependence on the government and become self-sufficient. Second, it is judged that Korean social enterprises need a systematic approach to build a network that shares various channels with other social enterprises or business areas. Third, it can be said that the time has come for Korea to break away from the central government's dependence on financial support for social enterprises and seek ways to expand financial support that can be financially supported in the local community.
