이 글의 목적은 지구적 정의라는 관점에서 SDGs의 기본 틀을 살펴보는 것이다. SDGs 기본 문서 및 관련 자료의 전반적인 SDGs 및 SDG 16의 개념에 대한 분석을 통해 SDGs가 전지구적 정의 이론의 새로운 개념을 바탕으로 한 새로운 틀이 필요함을 보여준다. 이를 위해 필요한 새로운 개념들로서 “지구적 정의를 위한 대표성”, “강제”, “반대”를 도입하여 SDGs가 내세우고 있는 “모두를 위하고 지속가능한 환경을 위한” 실천 가능한 변혁적 발전의 새로운 기본 틀을 만들 것을 제안하였다. 특히 새로운 발전의 틀은 지배 권력과 자본주의적 발전주의와 경제주의를 극복하기 위해 지구정의의 개념에 확고히 기초하여야 하며 이를 위해서는 약자들의 대표성과 저항 운동, 지구적 강제 체제가 최우선적으로 보장되어야 함을 강조하였다. The purpose of this article is to examine the framework of SDGs from the perspective of global justice. The analysis of the overall concept of SDGs and SDG 16 in the SDGs basic documents and related materials shows that the SDGs need a new framework based on the new concept of the theory of global justice. Furthermore, as new concepts for SDGs, representation, coercion, and opposition are suggested to shift SDGs to be a practicable and transformative development agenda for all the people and the ecological sustainability. In particular, the new framework of development must be firmly based on the concept of global justice to overcome the ruling power, capitalist developmentalism and economism emphasizing the representation, and opposition movements of the least-advantaged and global coercion system.

정보사회를 위한 새 천년 정상회의 (World Summit on Information Society: WSIS)의 의제와 성과에 관한 비판적 고찰

본 논문은 2010년으로 반환점을 맞이한 정보사회를 위한 새 천년 정상회의 (World Summit on Information Society: 이하 WSIS)의 의제와 성과를 중간 점검함으로써 향후 세계 시민사회가 WSIS의 기본 목표를 달성하고 전 지구적 정보통신 거버넌스를 보다 민주적이고 호혜적인 것으로 구축하기 위해 필요한 변화의 방향을 모색한다. 본 논문은 2010년 열린 “WSIS 포럼 2010”의 자료와 중간보고서 형태로 제출된 WSIS 관련 기초 자료들을 바탕으로 한 분석을 통해 WSIS의 그간의 성과를 확인함과 동시에 그 한계와 문제점을 정리하였다. 특히 WSIS의 전반적인 활동 방향이 인터넷이나 첨단 정보통신기술에 대해 도구적인 태도를 가지는 경향에 편승하고 있는 것은 매우 우려할 만한 현상으로 이의 극복을 위해서는 대안정보사회운동의 맥락에서 WSIS의 개혁을 주도하는 세계 시민사회의 결집된 노력이 필요함을 주장한다. 특히 정보통신 기술의 편익과 효율에 집중되고 있는 국제사회의 흐름을 모든 세계 시민을 위한 인간적 정보 질서의 확립이라는 화두로 전환시켜야 함을 강조한다. This thesis sets out to examine the agendas and achievements of World Summit on Information Society (WSIS) which faces a turning point in 2010. The purpose is to find directions of changes as necessary to build more democratic and reciprocal global governance of information communication technology (ICT) and accomplish the fundamental goal of WSIS in the future. Taking into account the progress that has made in the WSIS process, the research organized these constraints and problems through the analysis based on WSIS reports including 'WSIS Forum 2010' as well. In particular, it is a very alarming trend that WSIS current directions tend to treat Internet or high-tech ICT as a mere tool. Thus, there needs to be gathering efforts of global civil society to lead the reform of WSIS in the context of 'Alternative Information Society Movement' as a breakthrough. Finally, the conclusion emphasizes that the underlying trends for the benefits and efficiency of ICT shall be transformed into the idea of building a people-centric information system for all the world citizens.
