청소년의 학교폭력 예방을 위한 방과후 학교스포츠프로그램 활성화 정책 방안

본 연구의 목적은 학교폭력 예방을 위한 방과후 학교스포츠프로그램 활성화를 위한 정책 방안을 마련하는데 있다. 이를 위해서 체육교사(7명), 학생(8명), 학부모(5명) 총 20명을 대상으로 3차에 걸쳐서 심층면담을 실시하였다. 연구결과를 살펴보면 첫째, 방과후 학교스포츠프로그램의 운영에 대한 학생, 체육교사, 학부모의 인식은 모두 긍정적인 것으로 나타났다. 둘째, 방과후 학교스포츠프로그램의 운영시 문제점에 대해서는 인성교육 결여 및 승리 위주의 리그운영, 학교폭력 예방에 대한 지도자의 인식 부족 및 자질 미흡, 학교폭력 예방 프로그램의 부재, 학교폭력 예방 효과에 대한 측정·평가의 어려움으로 나타났다. 셋째, 방과후 학교스포츠프로그램 활성화 정책 방안으로는 학교체육진흥법 시행령에 인성 교육 내용 삽입, 스포츠 활동의 학교폭력 예방 효과에 대한 인식 확산 및 적극적 홍보, 지도주체의 인식 개선 및 전문성 신장, 학교폭력 예방을 위한 방과후 학교스포츠프로그램 개발, 학교폭력 예방을 위한 핵심덕목 선정, 청소년 스포츠맨십 인증제 도입, 청소년 심판아카데미 운영, 학교폭력 예방 관련 검사 도구 개발 및 활용이 제시되었다. The purpose of this study is to arrange the policy measures for vitalizing after-school sports program for preventing school violence. For this, in-depth interview was conducted over 3 times targeting totally 20 people with physical education teachers(7 people), students(8 people), and parents(5 people). Examining the findings, first, the recognition of students, physical education teachers, and parents on operating the after-school sports program was indicated to be positive in all. Second, as for problems given operating the after-school sports program, the difficulties for measurement and evaluation were shown on the lack of personality education, the operation of league focusing on victory, the lack of recognition and the insufficiency of quality in leaders on prevention of school violence, the absence of school-violence prevention program, and the effect of preventing school violence. Third, the policy measures for vitalizing the after-school sports program were suggested the insertion of personality education contents in the Enforcement Ordinance of the School Physical Education Promotion Act, the expansion of recognition and positive publicity on effect of preventing school violence in sports activity, the improvement of recognition and expertise for an instructor, the development in after-school sports program for preventing school violence, the selection of key virtue for preventing school violence, the introduction of certification system for youth sportsmanship, the operation of youth judge academy, and the development & application of a test tool related to prevention of school violence.
