The force support system can be defined as various elements such as equipment, parts, facilities, and software except for the weapon system, and it occupies most of the military products based on the number of items. The armed forces have developed military technology in the field of force support systems or has introduced commercial products and technologies from the private sector. The purpose of this study is to establish the operational concept of information system to support the project management of force support system from the perspective of total life cycle. The results of this study can be summarized into three major points. First, there are complex constraints in the R&D(Research and Development) project of force support system, and transparency and efficiency during project management are also required. Therefore, it is necessary to build an information system that supports the force support system in a effective way. Second, it is necessary to reengineer the business process before building the information system related to the force support system. Third, it is necessary to form consensus within the military to improve the efficiency through the improvement of business process and information system. It is expected that the policy alternatives to the project management informatization proposed in this study will contribute to improve the efficiency and transparency of the project management. 전력지원체계는 무기체계 외의 장비, 부품, 시설, 소프트웨어 등의 제반요소로 정의하고 있고, 품목 수를 기준으로 군수품의 대부분을 차지하고 있으며, 군에 특화된 군용기술과 더불어 민간의 상용기술이 광범위하게 활용되고 있는 업무 영역이다. 군은 전력지원체계 분야에 대하여 군용기술을 연구개발 하거나 민간의 상용제품과 기술을 도입하여 활용하고 있다. 본 연구는 전 군차원에서 전력지원체계의 사업관리를 총수명주기 관점으로 지원하기 위한 정보시스템의 운영개념을 정립하는 데에 목적을 두고 있다. 본 연구의 결과는 크게 세 가지로 요약할 수 있다. 첫 번째로 전력지원체계 사업은 군별로 복잡한 제약사항이 존재하며 투명성과 업무 효율성도 필요하기 때문에, 전군 차원에서 전력지원체계 사업관리를 지원하는 정보시스템을 구축해야 한다. 두 번째로 전력지원체계 관련 정보시스템 구축 전에 업무 절차를 재설계할 필요가 있다. 세 번째로 전력지원체계 업무 프로세스 개선과 정보시스템 구축을 통한 효율성 제고에 대한 군 내 공감대 형성이 필수적이며, 공감대 형성 이후에 관런 제도를 정비하고 전력지원체계 업무를 지원하는 조직과 인력에 대한 전문역량을 구비해야 한다. 본 연구에서 제시한 전력지원체계 사업관리 정보화에 대한 정책적 대안은 전력지원체계 사업관리업무의 효율성과 두명성을 개선하는 데에 기여할 것으로 기대한다.

The defense IT master plan is the plan for promoting defense informatization and is established by the Ministry of National Defense every five years. In addition, an implementation plan has been established in accordance with the master plan every year to promote the informatization project. However, since there is no systematic methodology to check and analyze the master plan comprehensively, it is difficult to judge whether the goals suggested in the master plan are achieved, and continuous monitoring of the project is limited. This study proposes a concept and framework for defense IT investment management and proposes a methodology for examining and analyzing the progress of the defense IT plan by referring to the U.S. Department of Defense’s IT Plan and the performance management structure of the national IT master plan. As a methodology for managing defense IT investment, we propose an IT investment management code system from the perspective of an IT portfolio and verify its applicability through case studies. The results of this study are expected to improve the defense IT performance management system and improve the efficiency and effectiveness of the defense IT project.
