정부조직 원격근무제 논리모형: 미국 연방정부 사례를 중심으로

최근 들어 정보통신기술 (ICT: Information Communication Technology)의 발달로 인하여 전통적인 사무실 근무에서 벗어나 조직 구성원들이 자신들의 업무형태에 따라 자유롭고 유연하게 근무장소와 시간을 조정할 수 있는 원격근무가 확대되고 있다. 원격근무는 민간부문뿐만 아니라 정부부문에서도 최근 확대되고 있는 추세이며, 미국 연방 정부와 우리나라 등에서 원격근무제도가 활발히 운영되고 있다. 하지만, 미국 정부와 우리나라 정부 모두 원격근무제도 도입의 역사가 길지 않은 관계로 정부 내 원격근무제에 대한 연구는 학계에서 많은 주목을 받지는 못했다. 따라서 학계에서는 아직 정부부문 내 원격근무제에 대한 이상적 모형 (ideal model)이나 효율적 추진 방법이 정립되지 않은 상태이다. 특히, 정부조직을 대상으로 한 원격근무제에 대한 청사진이나 성공적 원격근무제 도입을 위하여 정부가 취해야할 조직관리 방침에 대한 논의는 거의 다루어지지 않았다. 현재까지 미국 인사관리처가 2011년에 개발한 연방정부 원격근무제 논리 모형 (Federal telework logic model)이 정부 원격근무제 모형으로는 유일하게 제시된 바 있으나 학계에서 자세히 소개되지는 않았다. 본 연구에서는 미국 연방정부의 원격근무제 논리 모형을 소개함으로써 우리나라 정부 원격근무모형 개발을 위한 기초 자료를 제공하고자 한다. 연구 진행의 순서는 다음과 같다. 첫째, 원격근무제의 도입 배경과 이론적 배경에 대한 문헌검토를 실시한다. 둘째, 미국 연방 정부의 원격근무제 논리모형을 소개한다. 셋째, 우리나라 정부의 원격근무제 현황을 소개하고 원격근무제 논리모형을 이용한 정부 원격근무 활성화 및 확대에 함의를 제시한다. Recent advances in ICT (Information Communication Technology) led to the expansion of telework in business and government organizations. Organizations that implement telework experience improvement in organization performance, reduction in real-estate cost, and increase in employee motivation. For individual employees, using telework enables them to balance work and life, work from distant place outside the traditional office, and save commute time. For that reason, telework is now becoming more popular in governments including the United States and South Korea. Nevertheless, the history of telework in governments is relatively short as telework has been popular since the 1990s. Only recently scholars in public administration have sought to investigate the effects and management of telework. For that reason, consensus on the ideal model of telework has adoption and management has not yet been established. Until now, the Federal telework logic model developed by the Office of Personnel Management is the only integrated model of telework in governments in both the academia and practice. The current paper seeks to investigate the possibility for applying the Federal telework model to the South Korea government organizations. To do this, first, the current study conducts literature review of telework. Second it introduces the Federal telework logic model. Lastly, the possibility of implementing the logic model in South Korean government is discussed as well as the findings and implications for future research.
