본고는 한일회담의 문화재 반환 교섭 중, 제6차 회담에서의 논의 과정을 검토하고, 그것이 문화재 반환 교섭에서 지니는 의미가 무엇인가를 고찰한 연구이다. 한국 측은 전문가들에게도 공식적인 권한을 부여하고, 그들의 논의를 중심으로 문화재 목록을 작성하려고 시도하였다. 또한 특별위원회의 개최를 제안하는 한편 이전 회담에서 크게 대립했던 반환·기증 문제에 대해서도 기존의 입장인 반환에서 인도로 그 입장을 바꾸고, 이를 일본 측에게 지속적으로 제안하면서 이 문제를 해결하려고 하였다. 일본 측은 내부적으로는 문화재 목록을 검토하는 한편 문화협력을 통해 문화재를 기증한다는 취지의 의정서를 한국 측에게 제안하면서 이 문제의 해결을 꾀하였다. 이 시기 한일 양국은 이전 회담보다 더 적극적인 자세로 문화재 반환 문제논의에 임하였으나 합의에는 이르지 못했다. 하지만 이 시기의 논의는 제7차 회담 시기의 인도라는 표현의 합의, ‘문화재 및 문화협력에 관한 협정’, 문화재 인도 품목 작성의 밑바탕이 되었다는 점에서 그 의미가 있다고 평가할 수 있다. This study examines the significance of the discussion of the 6th Korea-Japan Talks in negotiations regarding the issue of the return of cultural properties in the Korea-Japan Talks. For this purpose, this study examined the policy on the issue of the return of cultural properties and the negotiation process between Korea and Japan. The Korean government gave formal authority to experts and attempted to make a list of cultural properties based on their discussions. In addition, while proposing the holding of a special committee, the Korean side changed its position on the “returndonation” issue from “return” to “turn over,” which had been discussed in the previous meeting and continued proposing it to Japan in order to soften their chance. While reviewing the list of cultural properties internally, the Japanese side tried to resolve this issue by proposing protocol which stipulated that cultural properties would be donated under the meaning of cultural cooperation. Although Korea and Japan both discussed the issue of the return of cultural properties more actively during this period, they failed to reach an agreement. However, it is argued that the discussion during this period was fairly meaningful because it was the basis of the agreement on expressing “turn over,” the draft of the “Agreement on Cultural Properties and Cultural Cooperation,” and the list of cultural properties for delivery at the 7th Korea-Japan talks.
