건설 중인 부산신항이 2011년에 개장하게 되면 해상교통량의 증가 및 12,000TEU급 초대형 컨테이너선의 입·출항이 예상되고 있다. 이러한 해상교통량의 증가 및 초대형 선박의 입·출항은 기존 항로의 재배치 및 그에 따른 항로표지의 확충이 요구되고 있다. 이 연구는 기존항로(가덕수로)의 재배치를 위해 해상교통조사를 실시하고, 전문가를 대상으로 델파이법을 이용하여 항로지정안을 도출한다. 항로지정안의 적정성을 검증하기 위하여 국내외 항로설계지침과 비교·검토하여 적정성을 검증한다. The Busan New Harbour will be opened by 2011. Since then it is expected to increase the marine traffic significantly and to enter extra large container ship of 12,000TEU. These factors force to re-allocate the existing routeing and aids to navigation system. This paper deals with the result of marine traffic survey and the re-arrangement of routeing measures through experts' opinion using Delphi technique. The proposed routeing systems are reviewed and compared to international and domestic guidelines and recommendations.

건설중인 부산신항이 2011년에 개장하게 되면 해상교통량의 증가 및 12,000TEU급 초대형 컨테이너선의 입ㆍ출항이 예상되고 있다. 따라서 해상교통량의 증가 및 초대형 선박의 안전한 입ㆍ출항이 고려된 새로운 항로의 배치가 이루어져야 할 것으로 판단된다. 이 연구에서는 부산신항의 새로운 항로배치의 제안을 위해 해상상황, 해상교통 및 선행연구를 조사하였고 전문가 의견법 및 델파이법을 이용하여 항로배치안을 선정하였으며 그 적정성 여부의 검증을 위해 국내외 항로지침과의 비교ㆍ분석 및 시뮬레이션 검토를 실시하였다. The Busan New harbor will be opened by 2011, after which it is expected that the marine traffic volume around this area would increase significantly and that very large ships such as 12,000 TEU container ships would come into the port. Therefore, it is necessary to build a new ship’ routeing by considering these factors. In this paper, environmental circumstances, marine traffics, and the preceding studies have been reviewed and ships’ routeing is proposed through experts’ opinions and Delphi technique. For the purpose of validation, the proposed ships’ routeings are reviewed by several guidelines on the ships’ routeing and through simulation studies.
