이 연구에서는 역대정부 중 최근 4개 정부가 추구하려고 했던 당위론적·이상적인 행정이념과 공무원들이 실제로 적용했던 현실적 행정이념을 규명하고 양자를 비교분석하며, 그 결과를 토대로 이상과 현실의 괴리 여부를 확인함과 아울러, 향후 우리사회에 요구되는 바람직한 행정이념의 우선순위를 모색한다. 당위론적 이념은 역대 대통령 취임사에 대한 내용분석을 통해, 현실적 이념은 공무원 인식조사를 통해 도출한다. 내용분석을 위해서는 전문패키지 KrKwic를 사용하며, 인식조사를 위해서는 중앙정부 4개 부처 및 지방정부 6개 자치단체에 소속된 419명의 공무원을 표본으로 추출하여 조사분석한다. 분석결과, 취임사에서 가장 추구하려고 했던 이상적 행정이념은 김영삼·김대중·노무현 정부에서는 민주성이었으며, 이명박 정부에서는 형평성인 것으로 나타났다. 한편, 역대정부가 실제적으로 가장 추구했던 현실적 행정이념은 김영삼·김대중·노무현 정부에서는 민주성이었으며, 이명박 정부에서는 효과성이었던 것으로 공무원들은 인식하고 있다. 향후 가장 중요시해야 할 미래의 규범적인 행정이념 우선순위에 대하여는 합법성, 민주성, 효과성, 능률성, 형평성, 윤리성, 대응성 순으로 나타났다. In this research, the authors intend to find out and compare the normative administrative ideologies declared by 4 previous governments and the practical administrative ideologies pursued actually by those governments. Based on these analyses, the reseachers attempt to reveal the gaps between the norms and the realities, and to explore the priorities of desirable administrative ideologies which have to be applied to korean government and society in the future. The researchers draw the normative administrative ideologies from a content analysis and the practical administrative ideologies from a perceptive analysis. A professional package KrKwic is used for the content analysis and a questionnaire survey is performed for the perceptive analysis by sampling 419 civil servants belong to 3 central agencies and 6 municipal governments. As the results of the analyses, it appeared that ideal administrative ideologies declared by previous governments were democratism in two Kim`s and Noh Moo Hyun governments, and equity in Lee Myung Bak government. Practical administrative ideologies pursued actually were democratism in two Kim`s & Noh Moo Hyun governments, and effectiveness in Lee Myung Bak governments. The priorities of desirable administrative ideologies for the future appeared as the order of legality, democratism, effectiveness, efficiency, equity, ethics, and responsiveness.
