본 연구는 선진기관들의 조달제도에 대한 사례분석과 정부조달의 당사자인 조달청 등록 기관들을 대상으로 인터넷 설문조사를 실시하였으며, 이를 통하여 중앙조달의 문제점과 그 해결방안을 제시하였다. 중앙조달의 고객인 정부기관들은 이제는 가격중심의 구매에서 벗어나 다양성, 디자인, 품질 등 가치있는 서비스를 원하고 있다. 미국, 영국, 캐나다 등 선진조달기관들도 이와 유사한 제도들을 운영하고 있다. 조달청의 혁신내용의 대부분은 계약업무 프로세스에 관한 것이었다. 그 결과 조달청의 전자입찰과 계약 프로세스는 상당한 발전을 하였다. 그러나 이러한 발전이 조달청이 공급하는 물품이나 서비스의 본질은 아니라는 것이다. 계약의 목적은 내부적인 계약업무를 편리하게 하기 위한 것이 아니다. 고객에게 가치있는 상품을 공급하는 데 있다. 고객들은 조달청의 구매업무프로세스보다 공급받는 물품이나 서비스에 더 많은 관심이 있다. 품질에 대한 낮은 만족도에 대한 원인의 하나는 전문기관이 아닌 수요기관의 검사에 상당부분을 의존하여 왔기 때문이다. 납품검사 같은 중요한 품질관리기능을 전문성이 없는 수요기관에 맡김으로써 조달물품의 품질을 검증하는 제도적인 장치가 없었던 것이다. 고객들에게 조달청이 믿을 수 있는 양질의 물자와 서비스를 좋은 가격으로 공급한다는 신뢰를 주어야 하고, 납품업체에게는 조달청이 물품이나 용역에 대하여 정당한 대가를 지급하는 곳으로 인식되도록 관련 제도를 정비해야 한다. 이러한 문제들을 해결하는 품질관리제도는 가장 기본적인 기반인 동시에 고객만족의 시작인 것이다. 우리나라 공공조달시장은 세계 어느 나라에서도 예를 찾기 어려울 정도로 중소기업 비중이 크다. 지난해의 경우 공공조달시장의 내자구매에서 중소기업 비중이 계약자수 기준 96%, 금액기준 71%에 달했다. 그런데 중소기업의 경우 규모가 영세하고 회사 자체의 품질관리마인드와 시스템이 극히 취약하여 품질의 신뢰성이 낮은 것이 사실이다. 중소기업 제품이 조달물자의 70% 이상을 차지하고 있는 점과 조달물품의 구성으로 보더라도 규격화되어 대량으로 유통되는 TV, 냉장고 등 상용품은 29%에 불과하고 나머지 71%는 전기설비, 하수처리장비 등 주문제작품이어서 규격화제품에 비하여 품질의 비교 평가가 쉽지 않은 품목이 대부분임을 고려하면 조달물품의 품질을 시장에만 맡기기에는 문제가 있음이 분명하다. 이러한 여러 가지 제약 하에서 정부조달물품의 품질을 높이기 위해서는 조달청의 역할이 대단히 중요하다고 본다. 조달물품의 품질관리도 원칙적으로는 시장의 기능에 맡기는 것을 원칙으로 하되, 시장기능이 제대로 작동하지 않는 곳은 조달청이 보완하는 역할을 수행해야 하는 이유가 바로 여기 있다고 본다. 조달청은 우선 업체 스스로 품질관리 능력을 높일 수 있도록 제도를 만들고 그 이행실태를 점검․확인하고 독려해야 할 것이다. 업체의 자체 품질관리 능력의 수준이 입찰에서 중요한 평가요소가 되어야 할 것이다. 이 같은 품질관리 방향은 공공조달환경이 다르기는 하지만 계약 시부터 품질문제를 철저하게 처리하는 미국의 계약관리관제도, 캐나다의 업체자체검사, 영국의 입찰시 품질시스템 평가 등과 같은 선진국 조달기관의 품질관리 정책과도 방향을 같이하는 것이다. 또한 외부 공인 시험기관의 검사에 대한 전문성을 최대한 활용하는 것이 중요하다. 우선 그 동안 비효율적으로 운영되어 왔던 외주검사체계를 근본적으로 바꿀 필요가 있다. 본 연구논문은 처음으로 인터넷을 이용한 품질과 관련된 설문조사를 실시하였고, 그 결과를 분석하여 중앙조달의 문제점과 시사점을 찾아보았다. 품질관리제도 도입의 타당성에 관한 실증분석을 통하여 우리 현실에 맞는 새로운 제도와 전반적인 품질관리체계에 대한 아이디어를 제안하였다. This study, focuses on the case which studies of the procurement systems maintained by the public procurement organizations in several developed countries. To this end, an internet-based survey was conducted by government clients of the PPS13) with the PPS to identify problems of the current central procurement system of the PPS, and derive viable solutions to the identified problems. Now, government organizations, which are the clients of the PPS demand quality procurement services for diversity and quality in their requirements. It is also known that central procurement agencies of the United Sates, United Kingdom and Canada are running the similar procurement systems developed on the same and / or similar conceptual basis to meet the various operational requirements of their own government clients. Almost of the PPS innovation is a process of contract. As a result, the process of contract and E-procurement have drastically increased. But this growth is not substances of goods and service PPS supplies to. A goal of contract in PPS is not contract process handiness. It is that PPS supplies valuable goods to customer. Customers are more concerned about goods and services than the procurement system. One reason of low satisfaction is that PPS mostly depends on supplier not a speciality for the test the quality. There is no tools to examine the quality of goods as PPS has entrusted important QC(quality control) such as delivery check to supplier with a lack skill. We should give customers the trust which PPS makes them purchase good quality goods and service with reasonable price. And We should reorganize the system related with prices of services. We can satisfy every customer since QC reforms. In the Korean public supplier market, small and medium enterprises has occupied many part of it among any other countries in the world. Last year, the part of small and medium enterprises reached 96% of contractors, or 71% of prices in domestic purchase of the public supplier market. It is true that the reliability of quality is low as the size of small and medium enterprises is small and their QC function is scarce. The goods of small and medium enterprises has occupied over 70% of supplier. Everyday goods such as TV, refrigerator is just 29% and extra 71% is demanded manufactured goods such as electricity and sewage handling equipment which is hard to examine QC. So it is apparent that it s impossible to leave QC to the market, supplier. Under this unfavorable condition the role of PPS is very important to upgrade the quality of government supplied goods. Although it s the basic that QC of supplied goods places responsibility on the market, PPS QC section should support the function of market and make up for the part of malfunction in the market. First, PPS should make a rule for companies to improve the QC ability by themselves and encourage and examine them. Their own QC ability should be an important valuation element. This QC is to go with systems in developed countries such as US, Canada and England which control QC thoroughly from the contracts. Also PPS will make the best of the test specificity in the outside authorization. In the first place we should need a radical change in outside inspection system running on inefficiency. In conducting this study, I have confronted limitation in many aspects, especially in collecting data. Most of data collected are reference articles and references available on the Internet. For further in-depth study in the future in this area, it is necessary to collect field data by experienced working level officials on-site. Despite of the limitation described above, this study for the first time was done by using diverse methods to complement the shortfalls of the Internet-based survey, and face-to-face interview to identify the problems and issues of the existing procurement system.
