The purpose of this study is to construct a performance evaluation system based on performance-based budgeting that connects performance management to budgeting. The performance evaluation system assesses outcomes of budget projects and programs according to performance objectives, strategic goals, and organizational mission. The results of the performance evaluation will be utilized to change budget appropriations. After constructing an alternative of a performance evaluation system, we have conducted a simulation analysis with those actual data of Ministry of Construction and Transportation. As a result of the analysis, we have presented a dual structure of performance evaluation system consisting of a short-term performance evaluation system that connects projects, programs and performance objectives and a long-term performance evaluation system that connects performance objectives, strategic goals, and organizational mission.

This study constructed a framework of accountability analysis by utilizing the Romzek & Dubnick’s accountability theory and analyzed the Daegue City Subway Accident that had killed 192 innocent citizens in light of system control. The analysis showed that the Daegue Subway Public Corporation did not meet professional. legal. and political accountabilities. while it did meet hierarchical accountability in terms of a rigid supervisor-subordinate relationship. In fact. the accident became worse because the level of the hierarchial accountability was too high compared to that of other accountabilities. In general. the Daegue Subway Public Corporation did not have appropriate control and incentive systems to secure accountability. Therefore. for future unexpected urban disasters. the corporation should reestablish effective control and incentive systems for accountability.
