Entering the ear of governance in the 21st century, Korea has experienced remarkably increasing participation of the civil society, particularly NGO, in public policy and intensified demands for participation in the government`s policy for Patriots and Veterans Affairs. Despite the development of patriots and veterans supporting system in quantity and quality, various sectors in korean society have incessantly demanded further expansion of the system and favorable policies for patriots and veterans. The proposes of study on this article lie in establishing a governance model to facilitate the expansion civic participation and enhancement of policy efficiency in the process of national merit rewards enhancement in our country.

동아시아 다자안보협력체제 구축과 시민사회 : 글로벌거버넌스와 NGO

본 연구의 목적은 동아시아 다자안보협력체제 구상과 관련하여 그 국제정치적 함의를 되새겨보면서 시민사회가 그것의 형성에 어떤 역할을 할 수 있는지를 파악한 것이다. 먼저, 동아시아지역에서 개별국가간의 안보차원이 다자간안보협력의 차원으로 변화되고, 개별국가에 의한 개별안보라는 일국적 통치가 세계적 · 지역적 차원의 집단안보, 평화유지 및 예방외교, 협력안보, 안보 공동체 등의 글로벌 거버넌스로 대체 혹은 변화 될 가능성은 있는가. 그렇다면 안보의 글로벌 거버넌스의 행위자는 누구인가에 대해 분석한 것이다. 다음으로 세계적 차원의 탈냉전과 지역적 차원의 냉전적 잔재가 기형적으로 잔존하고 있는 동아시아지역에서 안보차원에서의 NGO는 어떤 역할을 할 수 있는지를 검토해 보았다. 동아시아 안보질서를 위한 한국NGO는 국제적 연대를 위해 어떻게 행동해야 할 것이며 어떤 논리로 추진되어야 할지를 논의한 것이다. 결론적으로 한반도 평화와 관련된 국제연대에서 중요한 점은 남북관계 개선에 중요한 열쇠를 쥐고 있는 주변강대국의 NGO와 긴밀한 협력관계를 가져야 한다는 것이다. The purpose of this inquiry is to explore the roles of civil society and non governmental organizations (NGOs) in establishing an East Asian multilateral security cooperation system and elucidate their implications in international politics. It first looks into how individual state’s security concerns change into international security dimensions, and then searches for the possibilities of changing alternatives toward global governance issues such as collective security, peace-keeping activities, preventive diplomacy, cooperative security, and security community. Particularly, this study analyzes the main actor(s) of global governance in terms of regional and global security. It also reviews the roles of NGOs in East Asia where both post-Cold War characteristics in the global scale and Cold War remnants in the regional dimension abnormally coincide. This paper finally suggests the roles of South Korean NGOs in the process of making international solidarity in order to stabilize East Asian security order and the logic they should follow. It contends that South Korean NGOs need to promote close cooperative relationship with international NGOs of neighboring powers which have the key to maintain peace and prosperity on the Korean peninsula and consolidate South-North relations.
