간토(関東)대지진과 지바(千葉)에서의 조선인 학살의 추이

일반적으로 간토대지진 때의 조선인학살의 배경으로 일본의 조선 식민지 지배에 대한 저항으로 3·1독립운동과 그 후의 민족운동, 노동운동 등에 대한 국가의 탄압, 그리고 앞과 같은 행동을 일으키는 조선인들에 대한 공포와 증오가 민중들에게 있었다는 점을 든다. 지진 발생 후의 혼란 속에서, 이상의 이미지에 근거해 “조선인이 방화하고 있다.”는 등의 유언비어가 확산되면서 조선인 학살이 일어났다는 설명이다. 그러나 이 설명에는 문제가 있다. 조선인에 대한 유언비어가 확산된 원인은, 유언비어가 민중에 의해서만이 아니라 일본정부 자체에 의해서도 전보 등을 통해 유포된 데에 있었다. 정부의 군대가 조선인을 학살했다는 사실도 밝혀졌다. 학살의 유형으로는 지진 직후의 집단적, 무차별적 조선인 학살과 지진 발생 후 1주일을 전후한 시기에 일어났던 사실이 확인된 선택적 학살이 있었다. 후자의 경우에서는, 이재 조선인을 수용한 시설을 헌병이 조사하여 사상적으로 문제가 있다고 간주되는 조선인을 선별해 죽인 예가 있다. 이 사례에서 군대는 스스로 조선인을 죽였을 뿐 아니라 수용시설 인근 마을 사람들이 죽이도록까지 하였다. 이러한 사실은 1970년대부터 시민들의 조사가 시작되고 가해자가 자신의 마을에서 무슨 일이 벌어졌는지 이야기하기 시작하면서 밝혀지게 되었다. 이상을 통해 볼 때, 마치 자연발생적으로 일어난 듯한 학살의 이미지는 국가가 행한 주체적 역할을 은폐하였음을 알 수 있겠다. 원래는 당시 ‘일본국민’이었던 조선인을 보호하는 역할을 했어야 할 정부가 조선인 학살의 배경이 된 유언비어를 유포시켰고 또 스스로도 학살을 자행한 것이 조선인 학살의 원인이 되었다. 끝으로, 희생자들의 이름이나 유족도 충분히 밝혀져 있지 않은 게 현재의 상황임을 덧붙인다. During the Japanese colonial period, there were various movements against the pressure from Japanese imperialism, such as ‘the 3·1 independence movement of 1919’ in Korea and the other movements ethnic or labor in Japan. Those movements would have made the terror and hatred against the Koreans who had lived among the common people in Japan. And it bore the massacre of Koreans shortly after the Great Kanto Earthquake in Japan. It is commonly known that the massacre was occurred in a chaotic state of the Earthquake and from the rumor resulted from the image of ‘the scary Korean people’, “Koreans are carrying out an arson attack here and there.” But there is a problem with the above idea. Those rumors were prevailed because of not only the common people but also Japanese government who spread them intentionally using telegram and so on. It is clear that the army directed by Japanese government executed the massacre moreover. As we see the type of the massacre, there was the massive and indiscriminate genocide occurred directly after the Earthquake and the selective massacre about 1 week after the Earthquake. As the example of the latter one, the military police investigated the concentration camp where Koreans were tormented, killed Koreans who seem to have undesirable ideas under the panic situation after the Earthquake. It was so awful because not only the military police killed Koreans by themselves, but also they made residents near the camp kill Koreans. These cases began to be exposed from the 1970’s by the investigation by the citizens, and also assailants started to talk about various affairs. It seems to be concealed that the leading role of the state for the massacre. Generally speaking, the Japanese government should have protected Koreans, who took forcefully Japanese nationality and were deprived Korean nationality in a unilateral way due to colonization. On the contrary, they spread out purposely the rumor and executed the massacre by themselves. The present situation is not good at all because the names of victims and the bereaved are not been clear even now.
