This study aims to encourage teachers about the professional growth and the quality assurance of teachers through teacher evaluations. Teacher evaluation is the most effective method to manage the professional growth and the quality assurance of teachers. There are many kinds of ways to evaluate teachers, for example, self-evaluation, peer-group evaluation, student evaluation, and so on. Since the government does not focus on both the professional growth and the quality assurance of teachers, the teacher evaluation system has been used for the limited purpose(personnel). Now it is the time to change the teacher evaluation system to promote an individual growth for teachers. Because teachers are one of the most important factors on what students learn, the teacher evaluation needs to begin to focus on improving both the professional growth and the quality assurance of teachers.
