영국과 일본의 지방분권에 관한 논의를 분석하였다. 지방분권의 상위목적과 기초이론은 유사함에도 불구하고 영국과 일본의 지방분권은 추진과정과 내용에서 매우 상이하다는 점이 확인되었다. 영국과 일본 모두 자유주의와 지방주의 및 지역주권에 기초한 주민자치의 활성화를 통하여 지역의 자발적 발전을 추진하는 것이 지방분권의 비전이자 상위목적이다. 그러나 지방분권의 추진과정은 매우 상이하다. 정치우위의 국가와 행정우위의 국가의 차이에서 발생하는 것으로 보인다. 영국은 비교적 세부과제와 추진일정이 명시적인 데에 반하여 일본은 추상적인 계획이 많았다. 영국과 일본의 공통점과 차이점을 타산지석으로 삼을 수 있다. 그간 우리나라에서 추진하였던 지방분권의 사례를 볼 때 우리나라는 일본의 방식에 가깝다고 할 수 있다. 단체자치의 초점을 둔 지방분권 개혁과 지방분권의 추진방식이 일본의 방식과 흡사하였다. 우리나라의 지방분권도 향후에는 주민자치에 초점을 두는 정책으로 전환하는 것이 필요할 것이다. 아울러 정치우위의 사회를 구축하여 참여 민주주의를 구축하는 것도 지방분권의 효과적인 추진에 도움이 될것이다. 1970-1980년대 정부주도의 발전모형이 더 이상 현실에 적합한 모델이 아니라는 점도 시사점이다. 민간부문의 역량이 부족할 때에는 정부가 나름대로의 역할을 수행할 수 있었지만 현재의 상황에서 정부주도의 발전계획은 지역의 균형적 발전은 고사하고 재원의 낭비만을 초래할 가능성이 높다는 것이 영국과 일본의 사례에서 간접적으로 확인할 수 있다. 영국과 일본의 시사점은 우리도 지역의 자발적 발전을 모색하는 데에 도움이 될 것으로 보인다. This paper aimed to analyze a comparison of contemporary decentralization reform between the UK and Japan since the new Administration began in September 2009 in Japan and May 2010 in the UK, respectively. The comparative study turned out to be suggestive in several respects. First of all, decentralization reform is essential for realizing the philosophy of liberalism. Local autonomy based on citizen participation should be a tool to establish a liberal democracy for the purpose of protecting basin human rights at this point. Not only citizens but communities should be enabled to perform their capabilities to cope with problems taking place around them. This paper concludes that decentralization reform is directed to devolve political powers for communities and closest governments to residents to deal With their matters and problems. Second, despite of the significance of decentralization reform, its process is not necessarily identical and favorable. Decentralization reform turned out to be relatively smoothy in the country such as the UK where politicians dominate the government while it was complicated in the county like Japan in which public bureaucrats have strong political powers. Third, the notion of the big society is an umbrella which comprises several sets of policies, including decentralization which is a major policy tool for establishment of the big society. The concept of regional sovereignty in Japan was coined to realize the essence of local autonomy coined in the Japanese Constitution, that is, citizen autonomy.
