창의적 체험활동으로써 학교스포츠클럽 활동의 현황과 개선 방안

본 연구는 2012년 2학기부터 창의적 체험활동을 통해 전국 중학교 전학년 학생을 대상으로 시행되고 있는 ‘학교스포츠클럽 활동’의 실태 조사를 통한 현황 및 개선 방안을 제시하였다. 설문조사와 심층면담을 통해 수집ㆍ분석된 연구결과는 프로그램 및 인적 요소에 따라 학교스포츠클럽 활동의 현황과 개선 방안을 제시하였다. 먼저 현황에 대해서는 첫째, 프로그램 요소에서 학교스포츠클럽 활동 운영을 위한 시수 구성은 다수의 학교가 창의적 체험활동 시간을 조정하거나, 순증 하고 있었으며, 종목 선정은 학교 운영가능 범위 내에서 선택하고 있었다. 둘째, 인적 요소에서 스포츠클럽 활동을 지도하는 대다수는 스포츠강사였으며, 일반교과 교사의 경우 ‘교육적 적합성이 부족하다’라는 내외적 평가를 받고 있었다. 이러한 현황에 따른 개선 방안으로는 첫째, 프로그램 요소 측면에서는 교육과정 개정을 통한 ‘학교스포츠클럽 활동’ 운영 지침의 마련과 둘째, 인적 요소 측면에서 스포츠강사의 자격 강화 및 안정화 방안의 모색, 일반교과 교사들의 지도 전문성 신장, 학교 주변 인적 인프라의 적극 활용 등으로 나타났다. The purposes of this study were to investigate the current state and problems of “school sports club activities in Creative activities” which were introduced for all the middle school grades in the second semester of 2012. Data were collected through survey, in-depth interview. The analysis results of the findings led to the following results on the current state and improvement measures of school sports club activities according to the program and human. First, as for the program aspect, Most schools adjust or increase the hours of creative experiential activities to run school sports club activities. Many schools selected the types of sports within the feasible scope of operation rather than reflecting the opinions of the students. As for the human aspect, most of the human resources in charge of instruction for such activities were sports instructors. Based on the findings, the study proposed policy ideas for the consistent and developmental field application of school sports club activities in the program and human aspect : First, it is required to provide a set of operational guidelines for “school sports club activities”. Next, in terms of human aspect, it is necessary to reinforce the qualification criteria of sports instructors and explore the idea of making them regular staff.

이 연구는 현행 체육과 교육과정에서 추구하는 가치 중심의 체육과 교육과정 내용영역을 포괄하고 미래 사회의 핵심역량 중심의 교육과정으로의 전환, 개정할 수 있는 교육과정 개선 방향을 현장의 체육교육 전문가들의 인식과 의견을 분석하여 도출하고자 하였다. 이에 전국 16개 시·도 36개 중학교 체육교사를 대상으로 하는 설문조사 및 심층면담 등을 통해 수집·분석된 연구결과를 바탕으로 최종 제시한 핵심역량 중심의 미래 체육과 교육과정으로의 개선 방향은 다음과 같다. 첫째, 현행 체육과 교육과정의 목표 수준에서 제시되었던 핵심역량은 교육과정 문서의 모든 영역에 반영되어야 한다. 둘째, 내용체계표의 내용 항에 제시된 창의·인성 요소를 핵심역량 중심으로 재구조화하고 위계를 높여야 한다. 셋째, 신체활동의 가치를 구현하기 위해 구분하였던 다섯 가지 신체활동 대영역은 핵심역량을 함양하기 위한 차원에서 재검토 되어야 한다. 넷째, 학년군제에 따른 교과서 통권 개발 방식은 핵심역량을 중심으로 하는 수시 개정 시스템을 도모할 수 있는 방향으로 전환되어야 한다. This study aims to explore ways to improve the P.E. curriculum for developing Core competency for the future and toinvestigate ways to practically link them to the P.E. curriculum. For this purpose, this study explores the methods forimprovements in the subject curricula and suggests changes for the subject curriculum in the development of Corecompetencies targeting the subjects’ Physical Education. The study employed research methods, investigative study, expertgroup hearing, and generated the following findings: First, Core competencies which are reflected in objectives part of P.E. curriculum should be reflected in every part of P.E. curriculum. Second, The elements of creativity and personality of P.E. curriculum should be reconstructed with core competencies. Third, The content system and content structure of the futurecommon P.E. curriculum fully reflects core competencies that students need to be strengthened for the future society. Forth,Using textbooks with a consecutive number of volumes should be improved as soon as possible in order to remove negativefactors in the implemented grade cluster.

본 연구의 목적은 전국학교스포츠클럽대회의 운영 현황을 분석하여 개선 방안을 제시하고, 정책적 제언을 도출하는데 있다. 궁극적으로는 현장에서 필요한 시·도 학교스포츠클럽대회 지원체제(협의회)의 가이드라인과 전국학교스포츠클럽대회 전담기관의 대회 운영 가이드라인을 제시하여 현장에서의 활용도를 높이고자 하였다. 이를 위하여 전국 학교스포츠클럽대회의 운영 현황 및 개선 방안을 위해 심층 면담, 델파이조사, 전문가 회의 등의 연구방법을 주로 활용하여 자료를 수집하고 분석하였는데 그 주요한 연구 결과는 다음과 같다. 먼저, 전국학교스포츠클럽대회의 현황 및 주요문제점으로는 대회 개최의 교육적 적합성 부족, 대회의 이원화된 조직 운영 과도한 경쟁성 노출, 예산의 선정 및 분배의 부적정성, 종목선정의 부적합성 등이 있었다. 이에 대한 개선 방안으로는 크게 대회 관련 연수 개최, 지원 인력 확충, 관련 프로그램 개발 보급 등과 같은 인식 제고와 관련된 사항과 스포츠문화 축제로서의 전환, 운영협의회 구성 및 연계방안 모색, 리그운영 지원센터 연계지원, 예산 절감 노력 등과 같은 실제 운영체제와 마련에 관한 것이 제시되었다. The objective of this study is to analyze the situation of operating national school sports club league so as to present improvement method and draw politic suggestion. Ultimately, it tries to enhance the level of use by presenting guideline of supporting system(council) of municipal and provincial school sports club league necessary for site and guideline of operating league for agency dedicated to national school sports club league. To this end, study method like in-depth interview, delphi survey and expert meeting is mainly used to collect and analyze data for operation situation and improvement program of national school sports club league. The main result of study is as follows. To begin with, the situation and main problems of national school sports club league are lack of educational adequacy in holding the league, operation of league in dual organization, excessive competition, improper selection and distribution of budget, impropriety of selecting items. As the improvement program for these problems, training related to league, expanding supporting manpower, development and propagation of relevant program, etc which are related to the enhancement of recognition, conversion to sports and cultural festival, organizing operation council and searching for connection program, connecting an supporting league operation support center, efforts to save budget etc which are related to the preparation of actual operation system are presented.

학교스포츠클럽 활동의 교육성과에 대한 교사의 인식

본 연구는 정부가 추진하는 학교스포츠클럽 활동에 대하여 정책의 가장 밀접한 관련자인 교사의 인식 조사 결과를 바탕으로 교육성과를 분석하였다. 이에, 연구에서 학교스포츠클럽의 교육성과는 적절성, 효과성, 효율성 차원에서 분석되었고, 해당 범주별로 구안된 설문 문항에 대한 교사의 응답 결과를 활용하였다. 교사들은 적절성 차원에 대해 활동 장소(공간, 시설)의 불충분성을 제외하고는 전반적 운영 상황과 성과에 긍정적 인식을 갖고 있었다. 또한 정책의 효과성 차원이나 정책 추진 대비 성과로서의 효율성 차원에 대해 인성교육, 학교폭력 예방 및 감소, 학습능률 및 태도 개선, 건강하고 활기찬 생활태도 개선에서 긍정적 효과와 높은 효율성을 가지고 있다고 인식하고 있으며, 특히 학교생활에 대한 즐거움이나 적극적 신체활동 참여 경향성면에 큰 효과가, 즐거운 학교생활이나 평생체육활동 활성화의 기초적 의미에 높은 효율성이 있는 것으로 분석되었다. 긍정적 교육성과가 도출되었다는 연구 결과를 토대로 향후 학교스포츠클럽 활동 정책의 성과를 제고하기 위한 방안을 첫째, 학교스포츠클럽 활동이 정규 체육 수업 내에서 이루어지도록 하는 ‘정규 체육 수업시수의 증가를 통한 신체활동 교육의 정상화 추구’와 둘째, 창의적 체험활동 내영역으로 스포츠클럽 활동을 독립해 신설하자는 ‘학교스포츠클럽 활동의 교육성과 지속을 위한 창의적 체험활동 구성 영역 개편’으로 제안하였다. The purpose of this study is to investigate the current state and the perceptions of teachers on educational outcomes of the school sports club activity which has been promoted by the government. To verify the educational outcomes of the school sports club activity, we analyzed teachers’ responses about the survey questionnaires developed and categorized at the appropriateness, effectiveness and efficiency level. The results of the study are as follows. At the adequacy level, teachers expressed a high positive recognition on the operating conditions, except the insufficiency of activity spaces and facilities. At the effectiveness and efficiency level, it was found that teachers recognize many educational values about school sports club activity. Furthermore, we examined that school sports club activities make a large effect on having an enjoyable school life and activating lifelong physical activities. From the findings of the study, we drew some ways to invigorate the educational values of school sports club: 1) the 2015 national P.E. curriculum needs to be revised in the way that it increases P.E. hours per week by grade in the middle school P.E. 2) it is necessary to reconstitute the areas of “Creative experience activities” by establishing sports club as one of them.

학교체육활성화학교 사업성과의 지속화와 일반화를 위한 정책 방안

본 연구의 목적은 `학교체육활성화학교`` 사업의 성과를 분석하고, 사업이 종료된 학교의 학교체육 교육역량 지속 방안과 사업성과의 일반학교 적용 방안을 도출하는데 있다. 이에 본 연구는 2015년 1월부터 2월말까지 2개월간 진행되었으며, 연구의 목적을 수행하기 위해 사업 관련 문헌 분석, 사례 분석 및 인터넷 조사, 워크숍 개최, 그리고 전문가 회의를 진행하였다. 이러한 연구방법을 통해 도출된 연구결과는 다음과 같다. 첫째, 사업의 성과는 인성교육의 실천, 학교체육의 활성화, 여학생 체육활동 활성화, 학교의 체육환경 개선, 학교 구성원의 만족도 증가 및 인식 개선으로 나타났다. 둘째, 사업의 지속화 방안으로는 사업의 선택과 집중, 교사공동체 구성, 행ㆍ재정적 지원으로 나타났다. 셋째, 사업의 일반화 방안으로는 사업성과의 확산과 보급을 위한 우수사례 발굴과 지도자 연수 개최, 일반화를 위한 지원체제 구축을 위한 학교체육 컨설팅 지원, 거점학교 지정 및 운영으로 나타났다. 마지막으로 사업의 지속화와 일반화를 위한 정책적 방안으로는 본 사업의 직ㆍ간접적 운영과 지원을 주관하고 실무를 담당하는 교육부, 시ㆍ도교육청, 단위학교 및 대한체육회의 역할이 매우 중요한 것으로 나타났다. 이에 각 가관별로 담당해야 할 정책적 역할을 중심으로 제시하였다. The present study aimed that outcome of the School for Activation of School Sports project was analyzed and the programs on the continuation of education capacity for the school sports and on the application of the outcome of project to general schools were drew. The study was carried out for two months from Jan. to Feb. 2015 and the analysis of literature on the program related, the case analysis and internet survey, holding the workshop, and the meeting of experts were proceed. The results of study are as follows; the first: the outcome of program was expressed as the practice of humanity education, the activation of school sports, the activation of school-girls’ sports activity, the improvement of sports environment in the school, and the increase of satisfaction of school members, the second: the continuation program of project was expressed as the selection and concentration of project, the composition of teacher community, and the administrative and financial supports, the third: the generalization program of project was expressed as the scout for excellent cases and the holding a leader training workshop for the spread and diffusion of project outcome, the support of consulting for school sports for establishment of support system for the generalization, and the designation and operation of the strong-point school. In the end, the policy proposal was presented on the basis of these results of the study. The policy proposal was suggested centering around the policy role by classification of the education ministry, the education departments of cities and provinces, the unit schools, and Korea Amateur Athletic Association, which were in charge of operation and support directly and/or indirectly.
