프랑스에서는 이주민 폭동이 심각한 사회적 문제로 대두되고 있다. 반면 프랑스와 비슷한 규모의 이주민이 거주하고 있는 독일에서는 이주민에 의한 집단적 소요사태가 거의 전무하다. 본 연구는 프랑스에서 이주민 폭동이 빈번한 이유를 밝히고자 한다. 이러한 연구목적을 위해 기존 연구에서 중요하게 다루어지고 있는 경찰정책, 거주정책, 복지정책이라는 세 가지 차원에서 원인분석을 하였다. 분석 결과, 무엇보다도 경찰에 대한 이주민의 불신과 이주민 범죄에 대한 경찰의 부적절한 대응이 중요한 원인이었다는 것을 알 수 있었다. 또한 이주민에 대한 복지 서비스의 감축도 중요한 요인으로 작용한 것으로 보인다. 2000년대 이전 프랑스의 복지정책은 매우 큰 빈곤해소 효과를 나타냈지만 우파정권의 집권 이후 그러한 정책들은 지속적으로 감소했고 결과적으로 이주민과 현지인들과의 빈부격차가 증가하였다. 반면에 게토화의 수준은 독일과 비교해 볼 때 그리 심각한 문제라고 보기 어려웠다. Violent protests of migrant have become serious social problems in France. This contrasts with the German case that almost no such migrant protests are to be witnessed despite the similar size of migrant population to France. This paper aims to find the backgrounds behind the frequent violent protests in France. For this purpose, this paper analyzed factors from three perspectives, namely police policy, residence policy, and welfare policy toward migrants. The analysis reveals that wrong police policy is the main cause above all. Migrants in France have negative images toward police and are dissatisfied with excessive reaction of police to migrant crimes. In addition, the reduction of welfare service policy for migrants was likely to incur the violent protests. In the last decades, the right-wing government in France reduced welfare service, which had improved the living standard of migrants. It resulted in the widening gap of income between French and foreign citizens. On the contrary the ghetto seems to play no significant role. Germany has the similar problem to France.
