이 글은 스페인에서 극우정당이 출현하지 못한 이유를 규명하고자 한다. 기존연구의 검토를 통해 극우정당의 부상을 설명하는 요인에는 사회경제적, 정치제도적, 그리고 정치문화적 요인이 있다는 사실을 확인하고, 스페인의 현상을 설명하기 위해 각각의 요인들을 적용하였다. 분석 결과, 스페인은 사회경제적 관점에서 보면 이민자 비율과 실업률이 높고, 정치제도적인 관점에서 보면 비례대표제를 실시하고 주류 보수정당인 국민당이 중도적 성향이어서 극우정당이 성공할 수 있는 환경을 제공하고 있음을 알 수 있었다. 따라서 스페인의 극우정당이 의회에 진출하지 못하고 있는 이유는 사회경제 혹은 정치제도 관점이 아닌 정치문화적 관점에서 설명이 필요하다는 사실을 발견하였다. 그리하여 스페인에서는 민족주의와 국가주의에 대한 반감과 강한 지역주의라는 정치문화적 요인이 극우정당의 지지를 약화시키는 요인으로 작용한다는 사실을 확인하였다. 스페인 국민의 지역주의적이고 분권적인 신념체계가 중앙집권주의와 배타적 민족주의를 주장하는 극우정당의 성공을 억제하는 요인으로 작용하는 것이다. 따라서 지역주의적 정치문화가 민족주의적 정체성을 약화시키는 조절기능을 하는 한 스페인에서 극우정당이 성공할 개연성은 낮을 것으로 보인다. This paper aims to find out the reason, why far-right parties do not succeed in Spain. The literature review shows that there are three groups of causes explaining far-right parties’s success, namely, socio-economic, politico-institutional, and politico-cultural group. This paper applied these explanatory factors to the Spanish case. The analysis shows that the socio-economic and politico-institutional factors can not explain the low popularity of far-right parties in Spanish society, where the ratios of immigrants and unemployment are high, and the political institution is characterized by proportional representation and moderate positioning of the conservative People’s Party. Thus, it is concluded that the political culture does explain the failure of the far-right parties in Spain. The finding is that strong regionalism based on antipathy toward nationalism and statism in Spain reduces political support for farright parties. The belief of Spanish people in regional devolution plays a constraining role on emergence of those, who advocate centralism and nationalism. The far-right parties are not likely to politically succeed so far as the current Spanish political culture regulates nationalistic identity in a restraining manner.
