The wind power plant was installed in many place because of the advantage of no climate changing effect since 2000. But the noise of the wind power plant has caused another environmental noise problem because of th low frequency noise. The low frequency noise of the wind power plant propagate far away in contrast with another environment noise sources like an train noise and the car noise. So, in the wind power plant installed region, the civil complaint has increased for a long time. Recently, the ministry of environment has established the assessment guideline for the environmental effects caused by wind power plant. But It is difficult to estimate the wind power plant noise because of the absence of the prediction equation of the wind power plant noise. So, in this study, we tried to develop the prediction equation of the wind power plant noise using by regression analysis method. First, we measure the sound pressure level of the wind power plant in Jeju island. Second, we analyzed the correlations among the sound pressure level, the capacity of generating plant and the wind speed. last, we derived the prediction equation of the wind power plant noise using by regression analysis method. The prediction equation of the wind power plant noise studied in this study will be useful to carry out an environmental effects evaluation in the wind power plant development district.
차광판 표면 처리 방법에 따른 전사광 변화에 관한 연구

Since the “Light Pollution Prevention Act” was executed, the installation of the light cutoff panel to the security lightings which caused light trespass has been increased in the local government. The light cutoff panel is effective in reducing the light trespass in term of the cost-benefit. Because the installation of the light cutoff panel is inexpensive than the change of the security lighting. But the reflected light from the surface of the light cutoff panel has been regarded as another light pollution problem to solve. Therefore, we try to improve light cutoff panel by changing the light reflectivity characteristic of the surface of the light cutoff panel. First, we laminated the surface of light cutoff panel by black powder to reduce the light reflectivity of the light cutoff panel. After the black powder lamination, the light reflectivity on the light cutoff panel improved from 85% to 5%. And we compared reflected light caused by black powder laminated light cutoff panel with the one of no surface treatment cutoff panel. The vertical illuminance was measured at 3, 6, 9m in front of the security lighting and 3, 6, 9, 12, 15, 18m in back of the security lighting to evaluate the reflected light. And the measurement height was determined of 1.5m considering the height of the 1th floor of an apartment house. In this study, we found that the reflected light from the light cutoff panel can be reduced about 90% by the black powder lamination method. The results derived from this study will be helpful to develope the various kind of light cutoff panel which minimize the adverse effect like reflected light of light cutoff panel.

The road lightings have made our living environment safe and active, since it was first installed in 1900 in Korea. As the industry developed, various kind of road lightings have been installed in an outdoor area. But the spilt light from the road lightings have caused health problem like the sleeplessness, the depression, the failure to thrive and the nearsightedness to children. The light trespass caused by road lightings vary with the height of road lightings, the distance from road lightings to the window and the BUG rating of road lightings. In this paper, we analyze the effect on the light trespass by the spatial installation position of road lightings using by RELUX program. And we derive the characteristics of the light trespass according to the spatial installation position of the road lightings in residential area near road.

In our life, we have used many digital appliances. They help us to improve the quality of life but sometimes give us unsatisfactory result. Because they produce specific noise. Especially vacuum cleaner produce much noise that is very annoying. So we need to study what sound metrics affect human sensibility. In this paper, we develop sound quality index for vacuum cleaner using the sound quality metrics defined in psychoacoustics. First, we carry out the subjective evaluation of vacuum cleaner sound to verify what vacuum sound feels good to human. And then artificial neural network estimated the complexity and the nonlinear characteristics of the relations between subjective evaluation and sound metrics. Finally the ANN is trained repeatedly to have a good performance for sound qualify index of the vacuum cleaner. As a result, the sound quality index of vacuum cleaner has a correlation of $93.5\%$ between the subjective evaluation and ANN. So, there exist three factors that Is loudness, sharpness, roughness which affect the sound quality of vacuum cleaner.
