북한은 중국과 달리 제한적이고 소극적으로 개혁ㆍ개방을 추진할 뿐 아니라 정책 추진방향과 내용을 분명하게 밝히지도 않고 있다. 따라서 개혁ㆍ개방을 추진하는 것에 대한 정당성과 그 과정에서 제기되는 변화의 불가피성에 대해 적극적으로 설명하지도 못한다. 이에 따라 북한의 개혁?개방에 대한 평가는 전문가들 사이에서 엇갈린다. 그러나 여러 가지 정황과 연구결과들을 종합해 보면 북한은 분명히 ‘사회주의 체제 내에서의 변화’ 라는 형태로 개혁ㆍ개방을 추진하고 있다. 따라서 이 글은 북한이 체제 내에서의 변화를 추구하고 있다는 전제하에서 북한 개혁ㆍ개방의 정치경제적 메카니즘을 종합적으로 살펴보았다. 북한이 개혁ㆍ개방을 추진하면서 소극적이고 제한적으로 접근하고 있는 것은 체제안전이 위협받고 있다는 인식에 따른 것이다. 이에 따라 북한은 선군논리하에서 사회주의체제의 안전을 도모할 목적으로 계획경제의 틀을 유지하는 가운데 제한적으로 시장경제를 수용하고 있다. 계획과 시장의 병존이라는 새로운 방식을 모색하고 있다. 이런 점에서 북한이 보다 적극적으로 개혁ㆍ개방을 추진하기 위해서는 체제안전을 확보하는 것이 관건이다. 북한은 이를 위해 핵문제를 놓고 미국과 지리한 협상을 벌이고 있다. 즉 핵문제는 북한이 체제안전을 확보하기 위한 마지노선인 셈이다. 따라서 핵문제가 해결되고 미국과 관계가 개선되면 북한의 개혁ㆍ개방 전략은 중요한 변화를 맞게 될 가능성이 크다. 체제안전이 확보되면 북한 개혁ㆍ개방의 초기조건이 질적으로 변하게 되어 선군논리에도 영향을 미치게 될 것이기 때문이다, Unlike China, not only has North Korea been limiting reforms and the opening of its economy, it has failed to disclose the direction or content of its policies. Furthermore, North Korean officials are unable to explain the legitimacy of their reform and opening-up, or the inevitable changes brought on during this process. As a result, North Korea specialists have differing opinions about North Korea"s opening-up. However, when comparing the results of various studies, it can be said that North Korea is clearly seeking reform and opening-up in the form of changes within the socialist system. This article comprehensively examines the politico-economic mechanism behind North Korea"s reform and opening-up under the assumption that it is seeking changes within the system. Pyongyang is believed to be taking a passive and limited approach to reform and opening-up because it feels that its regime is threatened. Accordingly, North Korea is administering a limited market economy while maintaining the framework of a planned economy for the security of its socialist system through its logic of ""Songun""(military-first). It is exploring a new coexistence between a planned and market economy. So the key to facilitate reform and openness by the North is to guarantee the security of its regime. For this, North Korea is conducting tedious negotiations with the United States regarding the nuclear issue. In other words, the nuclear issue is North Korea"s Maginot line for the security of its regime. Therefore, if the nuclear issue is solved and relations with the United States improve, there is a great possibility that North Korea"s strategy for reform and opening-up will significantly change. This is because the initial conditions for reform and opening-up will have to change qualitatively because its perception of security centers on the Songun logic.
