이 논문은 정부정책입안에 크게 영향을 받는 한국 미술교육 정책을 위한 연구 사례로서, 세계경제 대공황시기에 미국의 정부주도 예술지원 및 예술교육지원정책의 설립배경과 진행과정과 성격을 분석하고, 이 정부사업의 의의로 예술가 고용정책과 예술지원정책 및 지역사회와 공동체에서의 사회 미술교육의 확대를 고찰해본다. 또한 이 사업의 비평과 긍정적 평가를 논의하면서 세계경제 대공황 중의 미국의 정부주도 예술 및 예술교육지원정책이 미국의 현재 미술계와 미술이론과 미술교육 실무와 지역 사회공동체 미술교육에 어떤 영향을 가져왔는지를 논의한다. 이 사업은 예술가들의 창작활동지원과 국민 공익을 위한 공공예술지원 및 사회미술교육을 발전시켰으며 현재 미국의 수준 높은 대중의 예술이해와 예술의 일상화를 이루어내었다. 이 연구는 세계경제위기 시대에, 한국 미술교육 정책을 위한 기반 사례를 제시하고 미술교육가들이 사업적 정책입안과 전문실행가 정신을 갖고 적극적으로 정책입안에 참여하도록 일깨워줄 것이다. As an examination of policy in art education, this study suggests the federal art projects and the cultural programs of the states during the economic crisis of the Great Depression in 1930s. This study analyzes the establishment, the process, and the characteristics of the federal art projects as a cultural program, as well as the significance and criticism of the program which the state-government hired artists as workers and patronized public art and community art education. As conclusions, I insists that the federal art program built the establishment of the current U.S.A.'s leadership and high positions in art world, as well as their citizens' developed recognition of art and community art education. The study provides the U.S.A. federal art program as an example of Korean art education policy and reminds Korean art educators the critical aspects of entrepreneurial policymaking and let them acquire entrepreneurship for policy of art education.
