ETHICAL CONCERNS FOR EMPLOYMENT AT WILL IN THE PUBLIC SECTOR
( Doug Goodman ) 한국행정학회 2013 한국행정학회 학술발표논문집 Vol.2013 No.-
Recent reforms have sought to increase accountability and flexibility in the public sector`s personnel systems. One “radical reform” has witnessed a dismantling of civil service systems and replacing them with employment at will (EAW) systems. Those reforms have been more pronounced at the state and local government levels. Amidst the reforms scholars and public employees are skeptical of moving public employees to EAW systems fearing that EAW will reopen the door to potential political influence over personnel decisions and the potential for corruption related to undue political influence. On the other hand, proponents of EAW like its flexibility and do not see undue political influence over EAW. This paper utilizes ethical models to analyze various EAW practices. Finally, appropriate recommendations are proposed for public sector EAW.
