        In Nepal, floods are the most devastating disasters in terms of death toll and damages. Considering the risk of floods, Melamchi Municipality of Nepal carried out flood inundation mapping based on which, they have developed settlement plan specifying the river setbacks (Dahal, 2012). The settlement plan was developed to implement building bylaws and discourage local people to build their houses and permanent structures in the flood plain to avoid damages from future floods. Public opinion survey was conducted to determine the public opinion on the effectiveness of the settlement plan and bylaws for settlement along the Melamchi and Indrawati River. For this, a total of 102 households were questioned with the age group of 20-80 years; mainly involved in farming and residing in Melamchi area for at least 5 to 10 years. Interestingly, people were found to be reluctant to accept the fact that their settlement area is in flood plain or in unsafe zone considering the flood hazard scenario. Also, river training works may reduce the bank erosion to some extent but protecting the whole river section may not be feasible. Thus, the municipality has adopted the setback criteria of 20-100 m (depending upon the site) to construct any permanent structure or settlement from the river bank. 50% of the people’s perception were positive but they did not agree on the setback criteria and argued on having such criteria even after knowing their vulnerability towards flood.
