국력의 비대칭성 완화 노력이 숙적관계에 미치는 영향 -남북한 사례

The North-South Korea conflicthas been enduring for over half a century. While the literature on inter-Korean conflict has suggested that the North-South Korea rivalry has been enduring due to such factors as the incompatibility of ideology and core interests, the study of enduring rivalries has provided the absence of imaginative leaders and reinforcement are crucial factors for failure of rivalry termination. Relatively little attention, however, has been paid to the effects of structural factors on the rivalry persistence.In this paper,drawing from the truncated power asymmetry theory which explains the continuation of enduring rivalries using a framework of global superiority versus local parity in power capabilities, I explain why the North-South Korea rivalry has not been terminated. I find that North Korea``s power inferiority to South Korea at the globallevelhas been truncated atthe localleveldue to the Sino-North Korea alliance and North Korea``s adoption of asymmetric military strategy and tactics. I also find that Pyongyang``s recent acquisition of nuclear weapons and the adoption of military-first policy have made the rivalry persistent by providing the North with relative power parity at the local level. 남북한 관계는 반세기 이상 지속된 대표적인 숙적관계의 하나이다. 남북한 갈등에 관한 기존연구는 남북한 갈등을 장기갈등 혹은 장기적 사회갈등의 관점에서 접근하는가 하면,갈등 지속의 원인을 이념적 정체성과 핵심 이익의 양립불가능성에서 찾기도 한다. 남북한 관계를 지속적 숙적관계라는 관점에서 접근한 연구는 남북한이 숙적관계의 종결을 방해하는 다양한 요소들을 해소하지 못했기 때문에 숙적관계 지속을 경험하고 있다고 주장하기도 한다.그러나 숙적관계의 지속과 종결을 설명하는 데 있어서 구조적 요인의 중요성에도 불구하고, 남북한 갈등에 관한 기존연구는 숙적관계에서의 국력차이가 숙적관계의 지속과 종결에 미치는 영향에 대해서는 큰 관심을 기울이지 않았다. 이런 점에서 본 논문은 완화된 국력의 비대칭성(truncated power asymmetry) 논리를 남북한 사례에 적용해 남북한 숙적관계 지속 원인을 밝혀보았다.이를 통해 본 논문은 중국 및 소련과의 동맹 관계를 통한 지원 확보,기습전과 비대칭전략 및 핵무기 개발을 포함한 대량살상무기 개발,그리고 선군정치로 대표되는 군사화된 체제 특성으로 인해 북한이 남북한 간의 국력의 비대칭성을 완화시키고 숙적관계를 지속시켰다는 점을 발견하였다.
