The purpose of this study is to examine the issues and conflict arising between private and governmental entities in phase-by-phase development of the project mainly focusing on LU1 City Project currently undertaking in Incheon, and to review the measures to mediate or resolve such conflict by analyzing the causes of conflict and associated issues. By so doing, this study purports to explore policy alternatives for efficient regeneration. In particular, the regeneration project carried out in a urban district where residential and commercial spaces are densely clustered may not proceed without mutual understanding and cooperation between interested parties. As a result, any delay or interruption in such a project incurs substantial social and economic costs or losses. That being said, this study analyzes actual cases of civil grievances, as it represents a means of expression and intent regarding conflict resulting from regeneration, and to suggest any method to alleviate or resolve such conflict.
