정부조직개편에 따른 대한지적공사의 대응전략

  본 연구의 목적은 이명박정부의 조직개편에 따른 제반 환경변화의 움직임 속에서 대한지적공사의 법적 지위를 재조명한 후, 공사의 발전을 도모할 수 있는 대응전략을 모색하는 데 있다. 이상과 같은 연구의 목적을 효율적으로 달성하기 위해, 본 연구는 연구의 범위로서 공사가 특수법인화 된 2004년 1월부터 현재까지를 시간적 범위로 한정하고, 공간적 범위는 우리나라에 국한하였으며, 내용적 범위는 이명박정부의 조직개편에 따른 대한지적공사의 대응전략 마련으로 설정하였다. 연구의 방법은 법률적 접근방법과 역사적 접근방법을 토대로 문헌조사법과 사례조사법, 인터넷조사법을 사용하여 조사하였으며, 연구의 분석은 비교 분석방법과 기술적(記述的) 분석방법을 병행하였다.<BR>  연구수행 결과, 이명박정부의 조직개편에 따라 지적사무가 국토해양부로 이관되면서 대한지적공사는 한국철도공사를 비롯한 20개의 공공기관과 함께 국토해양부의 지도ㆍ감독을 받게 되었음에도 위탁집행형준정부기관으로서의 권한과 의무에는 큰 변동없는 것으로 나타났다. 다만 정부정책상 민영화의 논의에서 자유로울 수 없다는 점, 지적측량업무 전면 개방의 부담요인을 여전히 안고 있다는 점, 그리고 별도의 근거법 없이 지적법의 조문을 빌어 공사의 운영이 유지되고 있다는 점을 문제삼을 수 있었다. 이러한 문제해결을 위한 전략으로서 본 연구는 공사의 민영화에 대비한 논거를 그 위험요인과 대안을 들어 제시하였으며, 지적조사 및 감리기관으로 도약하는 방향과 대한지적공사법의 제정 방향을 제언하였다.   The objective of this study is to seek the counterplan of Korea Cadastral Survey Corporation(hereinafter referred to as “KCSC”) after the 17th government"s reorganization in order to develop itself more. To accomplish the purpose, we have focused on the years from 2004 when KCSC has occupied a position as a corporation having a special status up to now, and restricted the spatial scope with Korea. Then we have tried to map out a strategy to cope with the pending questions. For this study, we employed a historical approach & legal approach method. And we used the method of a documentary reference and a case method and an internet research to acquire the data needed. In addition, we adopted the method of comparison analysis and descriptive analysis method to analyze the data.<BR>  As the study progressed, we recognized as followings; (ⅰ) privatization of KCSC may be a hot issue in the future, (ⅱ) whole open-door system in the cadastral surveying affairs will fall heavily on KCSC, and (ⅲ) KCSC has not a independent law in its operation. Hence, as strategy we suggested the way (i) to prepare in case of privatization, (ⅱ) to take the leap as a pivotal institute of cadastral survey and superintendence, and (ⅲ) to enact tentatively named “Cadastral Survey Corporation Act”

GIS를 이용한 지적확정측량 성과품 고품질화 방안

Because of the judgment about the inconsistency of the constitution in 2004, a readjustment survey industry becomes more competitive market. Many survey company except KCSC make a huge profit in readjustment survey in nearly four years. Based on current phenomenon, I am going to suggest a high-quality survey outcome using GIS for increasing KCSC's competitive power. In order to achieve effectively its purpose, a object of the study will be limited to a readjustment survey and a outcome of the survey. A range of the study is from outcomes of the survey by hand to programs using these days. Contents of the study are containing filling out the high-quality outcome of the survey using GIS and suggest of a theme analyzed by three-dimensional data. According to this study, completing many kinds of themes and a high-quality outcome survey are possible because of adding abbreviate functions in GIS. 본 연구의 목적은 헌법불합치 판결로 지적확정측량부문의 경쟁체제 도입이 이루어진 2004년 이후 대한지적공사를 제외한 지적측량업자들의 지적확정측량 수주 금액이 매년 큰 폭으로 증가세를 보이고 있는 현실을 바탕으로, 대한지적공사의 경쟁력 강화를 위하여 GIS Tool을 이용한 지적확정측량 성과품의 고품질화 방안을 제시하는데 있다. 이상과 같은 연구의 목적을 효율적으로 달성하기 위하여 연구대상은 지적확정측량과 그 성과품으로 한정하고, 연구범위는 과거 수기작업의 성과품에서 현재 운용하는 프로그램까지를 시간적 범위로 한정하였으며, 내용적 범위는 GIS Tool을 이용한 고품질의 성과품 작성과 공간자료분석을 통한 주제도의 제시로 설정하였다. 본 연구결과 GIS Tool을 이용한 속성정보 추가로 다양한 형태의 주제도 작성이 가능하여 지적확정측량 성과품의 고품질화가 가능하다는 결론은 도출하였다.

AHP기법을 이용한 국토정보 관련산업의 진흥 및 육성에 관한 연구 : 대한지적공사의 업무를 중심으로

최근 국토정보 관련산업은 국토 및 공간정보 기술을 정보통신기술 및 타 분야 기술과 융합하여 신산업 및 신서비스를 창출하는 방향으로 발전하고 있다. 본 연구는 국토정보 관련산업 진흥 육성을 위한 대한지적공사의 역할을 모색하기 위해서 산업 진흥 육성 우선순위를 제시하는 것이 목적이다. AHP 기법을 적용한 전문가 설문을 실시하여 우선순위 평가지표에 대한 가중치를 구한 후, 다섯 종류의 국토정보 관련산업을 진흥 육성 사업 참여와 미 참여로 구분하여 대안을 평가하였다. 평가 결과를 보면, 전문가들은 대한지적공사가 국토정보 생성 및 관리–국토정보 가공 및 융합–국토정보 유통–국토정보 이용 및 활용–국토정보 상품화 순으로 국토정보 관련산업을 진흥 육성해야 함을 제시하고 있다. 향후, 국토정보공사로 사명을 변경하는 대한지적공사의 사업 추진 과정에서 국토정보 관련산업 진흥 육성 사업 우선순위를 정할 때 본 연구 결과가 근거 자료로 활용될 수 있을 것으로 기대된다. National geospatial information industry has been growing with the creation of new industries and services based on the convergence with the national geospatial information technologies and other industries. The priorities analysis is conducted with AHP in the promotion of national geospatial information industry, focusing on korea cadastral survey corporation. The result shows that experts recommend that korea cadastral survey corporation should foster the national geospatial information industries in the following order: generation and management, processing and convergence, use and application, commercialization. It is expected that this research result is used as the base data for decision making of the business promotion for national geospatial information industry.

地籍測量市場 變化에 따른 大韓地籍公社의 發展方向 硏究

  본 연구는 최근 지적측량시장의 변화 실태에 대한 분석을 통해 향후 지적측량시장의 미래상을 조명해 보고, 지적측량을 수행하는 중추적 공공기관으로서 대한지적공사가 추구해야 할 발전방향을 제시하는 것이 목적이다. 이를 위해, 본 연구는 지적측량시장을 연구대상으로 한정하여, 연구범위로서 시간적으로는 지적측량업무가 경쟁체제로 전환되어 지적측량시장이 개방된 시점인 2004년 1월부터 현재까지로 한정하고, 공간적으로는 우리나라의 지적측량시장만으로 하며, 내용적으로는 지적측량시장 변화의 실태 조사ㆍ분석ㆍ평가와 그에 따른 대한지적공사의 발전방향을 제시하는 것으로 한정하였다.<BR>  연구방법으로서, 접근방법은 지적측량시장의 변화를 관계 법ㆍ제도의 변천과정을 통해 파악하고자 하는 역사적 접근방법과 법률적 접근방법에 따랐으며, 이에 기초한 조사방법으로서 지적측량시장과 대한지적공사의 이론적 고찰은 기존의 선행연구에 대한 문헌조사법과 인터넷조사법을 병행하였다. 한편, 분석방법으로서 지적측량시장의 변화에 따른 실태 분석은 최근 약 4년간의 시간적 범위 내에서 지적측량시장을 둘러싼 법ㆍ제도적 동향을 기초로 그에 따른 시장의 변화추이를 실증적으로 분석하기 위한 사례분석을 실시하고 이를 논리적으로 제시하는 기술적(記述的) 분석방법을 사용하였다.<BR>  연구의 수행을 통해, 본 연구는 변화하는 지적측량시장에 부응하기 위해 대한지적공사가 추구해야 할 사안을 단기적 발전방향과 중ㆍ장기적 발전방향으로 구분하였고, 각각의 발전방향은 다시 대내적 측면과 대외적 측면으로 세분하여 제시하였다.   The aim of this study is to suggest a way in which Korean Cadastral Surveying Corporation(hereinafter referred to as “KCSC”) has to pursuit by illuminating the cadastral surveying market in the future through analysis of the situational change of the market.<BR>  To satisfy it, the voluntary settings are as followings; (ⅰ) The scope of the study subject is limited to the cadastral surveying market, (ⅱ) The scope of time is limited from January in 2004 when the surveying market was converted into a competitive system and opened to the public up to now and the scope of space is restricted within the Korean cadastral surveying market, (ⅲ) The scope of contents is limited to suggesting a course of development after conducting a research and analysis on the cadastral market’s change.<BR>  To continue studying, used methods are as followings; (ⅰ) A method of historic and legal approach is used to know how the cadastral surveying market changed, looking into the changing process of related laws and systems, (ⅱ) Methods of both documentary reference and internet research to understand the previous studies were used to make a theoretical review. Meanwhile, as an analysis method, a case analysis was performed to analyze the transition process of the cadastral surveying market on the basis of legal and institutional tendency within the four year"s time limitation and a descriptive analysis was used to prove this study logically.<BR>  This study suggested that; (ⅰ) first of all, KCSC, in its internal aspect, emphasized the fact by making examples that it is necessary to have a cool-headed understanding of urgent problems entailed by the competitive system and find a new way of administrative strategy, (ⅱ) KSCS also, in its external aspect, paradoxically emphasized the point by making specific examples that it is necessary to have a new understanding of the situation in which KSCS is abusing its position and authority in the market.

지적측량수행자 여성인력 활용방향 연구 - 대한지적공사를 중심으로

  지적법에 의한 사업을 효율적으로 추진하므로서 국민의 재산권보호와 지적측량기술의 개발 및 지적 제도발전에 기여함을 목적으로 설립된 대한지적공사는 지적측량업무를 수행하는 공익기관으로 지난 반세기동안 남성인력 위주의 인력구조를 바탕으로 지속되어 왔기 때문에 여성인력의 활용에 중점을 두지 못하였다. 그러나 최근 여성인력의 입사비율이 높아짐에 따라 여성인력활용의 중요성을 인지하여 여성인력활용에 관심을 가지게 되었고, 이것은 대한지적공사의 발전에 큰 기여를 할 것이다.<BR>  따라서 본 연구는 대한지적공사의 업무분야 중 여성인력을 적극 활용할 수 있는 업무분야와 여성인력현황의 분석을 통한 도출된 여성인력의 순환보직 배제, IT시대의 경쟁력 강화를 위한 교육의 부재, 여성인력에 대한 낮은 인식도의 3가지 문제점에 따라 공사 발전모형 분야에 여성인력활용, 토지조사업무를 위한 여성인력활용, 정부지원하의 여성인력활용의 활용방향을 제시하였다.   The Korea Cadastral Survey Corporation(KCSC) which was established to contribute to the development of the cadastral system and surveying techniques in Korea in accordance with iocal cadastral laws is a public service company which carry out the business of cadastral surveying for protecting of public property right and using of the national land efficiently. During the last half a century, KCSC hasn"t fairly put emphasis on using of women"s work force because of male-oriented manpower structure. As time goes by women have got a chance entering a company, though, the KCSC has recognized the importance of using of women"s work force and has interest in using of women"s work force greatly.<BR>  This report will propose a new plan on using women"s work force to the KCSC through analysis of the present condition of women"s work force in the KCSC to expand the field of a use of women"s work force in the KCSC. We will survey a situation about lack of understanding of a use of women"s work force, absence of education which increase the KCSC"s competitiveness and the exclusion of women from some jobs in the KCSC. And then you can see several plans which use efficient women"s work force in the field of a development model in the KCSC, for cadastral reinvestigation works in the KCSC and through the government support for a rise in position in the KCSC.

大韓地籍公社 支社長業務의 革新方案 硏究

  본 연구의 목적은 대한지적공사 지사장업무의 문제점을 도출하며, 도출된 문제점에 대한 혁신방안을 제시하는 것이었다. 이상과 같은 연구의 목적을 효율적으로 달성하기 위해 시간적으로는 2004년 1월 대한지적공사 출장소가 지사로 명칭을 변경한 시점부터 현재까지로 하였고, 공간적으로는 대한지적공사로 하였으며, 내용적으로는 대한지적공사 지사장 업무에 대한 문제점을 도출하고, 도출된 문제점을 효율적ㆍ획기적으로 변화시킬 수 있는 혁신방안을 제시하는 것으로 한정하였다. 본 연구의 접근방법은 역사적 접근방법과 행정적접근방법을 병행하였고, 조사방법은 문헌조사법과 인터넷조사법을 병행하였으며, 분석방법은 기술적(記述的) 분석방법을 사용하였다.<BR>  연구 결과, 대한지적공사 지사장 업무의 문제점으로는 첫째, 지사장 업무수행력의 한계 둘째, 지사장 업무 자체의 한계 셋째, 지사장 업무와 관계된 혁신컨텐츠의 미비라는 큰 카테고리 하에서 세부내용이 제시되었으며, 이를 혁신할 수 있는 구체적 방안 역시 첫째, 지사장의 개인적 업무수행력 고취 둘째, 지사장 업무내용의 세분화 셋째, 지사장 업무의 대외 혁신컨텐츠 개발이라는 분류 하에서 세부 사항이 제시되었다.   The purpose of this study is to derive the problems of branch director"s duty in the Korea Cadastral Survey Corporation(hereinafter referred to as “KCSC”) and is to show the renovation plans to change appeared problems efficiently. To achieve the above study purpose, the time boundary was established from the January 2004 when the KCSC changed the his name from a branch office to a branch, targeting KCSC. The contents were limited to derive the problems of director"s duty of the KCSC and to show the renovation plans to change appeared problems efficiently. For the study method, an historic and executive approach was adopted, using literature and internet survey method for the investigation. Meantime, a descriptive analysis method was used for the analysis method.<BR>  As a result of the study, the problems of branch director"s duty in the KCSC is first, the limitation of director"s duty achievement ability, second, the limitation of director"s duty itself, third, inadequacy of renovation contents connected with director"s duty. This study show the renovation plans that can change appeared problems efficiently, first, inspiration of director"s personal duty achievement ability. Second, ramification of director"s duty, and third, development of international renovation contents of director"s duty.

대한지적공사의 사회공헌활동이 조직유효성에 미치는 영향

본 연구의 목적은 대한지적공사의 사회공헌활동이 조직유효성을 구성하는 직무만족과 조직몰입에 미치는 영향을 분석하는 것이다. 이러한 연구목적을 효과적으로 달성하기 위해 분석방법은 spss18.0과 Amos16.0에 의한 통계적 분석법을 사용하였으며, 그 결과는 다음과 같다. 첫째, 사회공헌이 직무만족에 미치는 영향을 분석한 결과, 사회공헌의 인식→보수만족, 사회공헌의 참여→동료만족에 유의미한 영향을 보이는 것으로 나타났으며, 사회공헌의 효능은 직무만족에 영향을 미치지 않는 것으로 나타났다. 둘째, 사회공헌이 조직몰입에 미치는 영향을 분석한 결과, 사회공헌은 조직몰입에 유의미한영향을 미치지 않는 것으로 나타났다. 셋째, 직무만족이 조직몰입에 미치는 영향을 분석한 결과, 보수만족→규범적 몰입, 동료만족→정서적 몰입, 상사만족→정서적 몰입, 상사만족→규범적 몰입에 유의미한 영향을 보이는 것으로 나타났다. The purpose of this study is to analyze the effects of the community relations activities of Korea Cadastral Survey Corporation on the job satisfaction and organizational commitment constituting organizational effectiveness. In order to effectively achieve the purpose of this study, statistical analysis of spss18.0 and Amos16.0 were used. The result is as the following. First, as a result of analyzing the effects of community relations on job satisfaction, it was found that the awareness of community relations had significant effects on wage satisfaction and the participation of community relations had significant effects on peer satisfaction. It was found that the effectiveness of community relations did not have any effects on job satisfaction. Second, as a result of analyzing the effects of community relations on organizational commitment, it was found that community relations did not have significant effects on organizational commitment. Third, as a result of analyzing the effects of job satisfaction on organizational commitment, it was found that wage satisfaction had significant effects on personal commitment, peer satisfaction had significant effects on emotional commitment, superior satisfaction had significant effects on emotional commitment, and superior satisfaction had significant effects on personal commitment.

대한지적공사의 사회적책임활동, 사회적기업과의 연계 가능성에 관한 시론

최근 사회전반적인 이슈 중 하나는 사회적 기업의 발굴과 육성을 통한 일자리창출의 가능성 탐색이며, 공기업을 비롯한 기업에서는 전략적인 사회공헌활동을 포함한 사회적책임활동(CSR)의 실천성 강화이다. 특히 정부에서는 정책적인 차원에서 사회적 기업과 기업의 사회적책임활동의 연계를 통한 사회각 분야에서의 일자리창출 가능성과 모형 개발에 관심을 기울이고 있다. 이에 본 연구에서는 공기업으로서 대한지적공사와 사회적 기업간의 연계 가능성에 관한 기초적 논의를 진행해보고자 하였다. 따라서, 사회적 기업, 기업의 사회적책임에 대한 이론을 검토하고, 대한지적공사의 사회적책임(사회공헌)활동 및 환경변화를 검토하였다. 그리고 이를 토대로 대한지적공사와 사회적 기업간의 연계적 측면에서검토되어져야 할 쟁점사항으로 대한지적공사의 기능과 역할, 대한지적공사의 사회적책임과 이윤의 딜레마, 근접사례 검토를 통한 실천 가능성 등으로 구분하여 논의하였다 One of the recent community-wide issues is how to search the job creation through discovery and development of social enterprises, and companies including public enterprises focus on strengthening implementation of corporate social responsibility(CSR) including strategic philanthropy. In particular, the government is interested in creating jobs and developing models in terms of policy from all aspects of society by linking social enterprises with corporate social responsibility activities. Thus, this study aims to preliminarily discuss the possibility of linking KCSC as a public enterprise with social enterprises. Therefore, we intend to review the theory of 'social enterprise' and 'corporate social responsibility', and also review KCSC's social responsibility(contribution to the society) and environmental changes. And based on these, we are to discuss KCSC's role and function, KCSC's dilemma of social responsibility and profits, and a review of the feasibility through similar cases as they are the main issues to be reviewed in terms of linking KCSC with social enterprises.

公共機關의 勞使間 團體交涉에 關한 硏究

본 연구는 대한지적공사라고 하는 공공기관을 대상으로, 당해 기관의 노사관계에서 중핵적(中核的) 비중을 차지하고 있는 단체교섭의 실태를 조명하여, 그에 수반되는 갈등요인을 진단하고 향후 노사 간의 협력적 기능이 모색될 수 있는 밑그림을 제시하고자 하였다. 이를 위해 공공기관의 노사관계 및 단체교섭에 관한 이론 검토를 선행한 후, 대한지적공사의 노사 간 단체교섭 실태를 토대로 갈등요인의 도출 및 향후 협력적 발전방향을 제시하였다. 연구결과, 대한지적공사의 노사 간 갈등요인은 크게 낙하산 인사 또는 지적법제의 변화에 따른 노사 간의 이해충돌, 나아가 최근 공공기관으로 격상된 대한지적공사를 둘러싼 대내외적 압박 등으로부터 파생되는 것으로 나타났으며, 그러한 갈등요인의 해소를 위한 노사 간 상호 협력적 공조체계는 경영참여를 통한 경영공동체의 확립, 노사 간 상호 충실한 소통시스템의 정착 및 예방적 노사협의회의 활성화가 전제되어야 한다는 점을 객관적인 근거 제시와 함께 피력하였다. The objective of this Study was to draw a rough sketch for establishing the cooperative labor relations of Korea Cadastral Survey Corporation(hereinafter referred to as "KCSC") by estimating the actual state of collective bargaining system of it. In order to achieve this goal, we carried out firstly examine the rationales related with the labor relations or collective bargaining of Quasi Government by annotating the existing documents. Then, we described the core of a topic for discussion in details. As the result of study, we recognized that the conflict between the employer and employee may result from high-handed personnel administration, change of cadastral laws or external pressure about KCSC. In consequence, as the plan for setting up the cooperative labor relations of KCSC, we presented as the followings; (i) to ensure the management participation (ⅱ) to settle the harmonious understanding system (ⅲ) to drum up the preventive council meeting of labor relations.
