본 연구는 미-중 사이에 공식, 비공식 제도를 활용해서 서로 견제와 균형을 이루려는 시도가 증가하는 현상에 대해 설명하려는 시도이다. 제도적 균형은 내포적 균형, 배타적 균형, 그리고 제도 간 균형이란 세 가지 형태가 있으며, 미-중 간 제도적 균형은 배타적인 제도 간 경쟁과 균형이 주류를 이루고 있다. 미국의 인태전략은 제도적 균형의 성격을 강하게 띠고 있으며, 이는 양국 간 물리적 충돌 가능성은 제한하는 효과가 있다. IPEF에 대한 사례는 미국 연구는 미-중 간 패권경쟁이 제도적 균형의 성격을 강화시켜 나가고 있는 점을 보여준다. 미국이 인태전략과 IPEF 추진 과정에서 보여주는 무계획성은 한국에게 기회의 창을 제공한다. 본 연구는 한국이 장기적인 관점에서 글로벌 중추국가 실현과 자유롭고 개방된 인태지역의 형성에 기여할 수 있는 체계적인 인태전략을 수립할 것을 제안한다. This article attempts to explain the causes and consequences of the increase in institutional balancing between the US and China. China’s rapid rise and increasingly aggressive turn in its foreign policy, combined with the renewed emphasis on multilateralism by the Biden Administration, is intensifying institutional balancing in the Indo-Pacific region, particularly inter-institutional balancing. This article also analyzes US Indo-Pacific Strategy from the perspective of institutional balancing. The case study of Indo-Pacific Economic Framework(IPEF) shows that institutional balancing is intensifying between the two giants. The fact that US has no clear plan for IPEF offers a window of opportunity for South Korea. This paper suggests that South Korean government should actively participate in the discussions regarding the designing of IPEF and also develop its own comprehensive national strategy for the Indo-Pacific region.
