正しい言語習得のための言語教育環境について-韓国語の使用実態から

Verbal expression is a direct means of affecting people, and the value of humanities is also embodied via language. By using language, people can move the hearts of others and deliver a desirable and positive image. When proper language education is provided to help members of the society use language to respect one another, they will be able to fight less and build a mature and sound society. There are vast changes happening in the use of the Korean language including the decline and misuse of honorifics, the universalization of status words, the generalization of feminine expressions, the rising frequency of blunt remarks, the increase of improper uses of English words, and the expanding of wrong words, expressions, and reading by punctuation. This study set out to examine the meanings of language education and propose instructions for three areas influencing language education: home, broadcasting media, and school in order to prevent the society from facing undesirable changes due to the wrong use of language based on the actual state and evaluation of Korean uses. An analysis of the Korean language through various cases would present more accurate uses of the language to Korean language learners; thus, promoting their accurate and natural understanding of the language as foreigners and offering some useful clues to the research of the language. Both the Korean and Japanese languages are moving along the same path of changes. It will be essential to make research efforts for the contrast and comparison of changes to these languages.

근대, 특히 식민지 시기 조선의 언어 정책에 대해서는 최근에 국어학, 사회언어학, 국문학 등의 분야에서 주목하게 되었는데, 그에 비해 충분한 실증연구가 이루어지고 있다고는 하기가 어려운 연구상황이다. 본 논문은 그러한 연구동향을 전제로, 식민지 시기 언어정책과 언어사회에 관한 분석을 통해 식민지 권력의 침투과정과 조선사회의 대응에 대해 살피는 것을 목적으로 한다. 식민지 시대 이전에는 언어-문자 내셔널리즘을 토대로 네이션(nation)을 만들 만한 ‘국어(national language)’의 정비가 추진되었지만, 일본의 식민지가 되자, 그 시도를 관철시키지 못하게 되었다. 식민지 시기로 접어들면서 두 개의 ‘국어’의 논리가 충돌하기 시작했는데 일본어의 위신은 위에서부터 높아지기는 했으나 일본어의 세계가 조선 사회로 쉽게 침투하지는 못했던 것도 사실이었다. 조선총독부는 그러한 사태를 타개하기 위해 조선어의 세계를 관리하는 방식으로 언어지배를 전개하여 갔다. 총독부가 조선어 규범화 과정에 나서게 된 사실도 바로 그것이다. 그러나 그런 방침을 채용하는 것 자체가 식민 지배의 시작 단계에서 지적되었던 ‘국어=일본어’를 통한 ‘동화(同化)’의 논리와는 어긋나는 일이었다. 총독부 언어지배가 안았던 모순은 그것뿐만이 아니었다. 교육정책 상은 일본‘국민성’을 함양시키는 ‘국어’조차 미디어의 역할로서 보면 위험한 언어일 수도 있었다. 또 한편으로는 전근대적 가치를 남기고 있던 한문에 존재가 있었고, 특히 전시체제기에는 한문 또한 ‘국어’의 논리에 저항적 존재일 수 있었다. 이상의 분석을 통해, 식민지 시기 언어환경을, 단순한 지배와 ‘말살’이 아닌 복잡한 권력관계로서 그려낼 필요가 있음을 확신한다. We have often paid an attention to Language Problems in Modern Korea from the viewpoint of education of Japanese language for Korean prople, and often put an emphasis on its forcefulness. Though these cases are established facts, they aren’t all of language problems under colonial Korea. The author of this paper(=Mitsui) cares about some language problems in Modern Korea, such as education and standardization of Korean language, languages of media, and thinks about the character of ‘language problems’. As I have proved until now, standardization of Korean language was held as movements by Korean Intellectuals, but was too held as cultural management policy by Korean Government General. Here was a conflict between Korean nationalism and Japanese nationalism. And there was other conflicts among languages of media, Japanese, Korean, and traditional Chinese, too. We can recognize the language politics which value, function, and prestige mingled. We have to analyze the complex mechanism of policy, movements, and society of language, and understand its historical significance.
