통합창원시 출범 이후 경남지역 산업경쟁력 비교분석 - 창원과 창원외 경남지역의 산업구조와 경쟁력 분석을 중심으로-

본고에서는 사업체의 경영실태에 대한 광범위한 전수조사가 이루어지는 2010년과 2015년 두 시점의 비교 분석을 통해 통합창원시 출범 이후 경남경제의 산업구조와 경쟁력 변화를 창원과 창원외 경남지역으로 나누어 살펴보고 정책적 시사점을 도출해 보았다. 분석방법으로는 지역경제분석에 널리 활용되고 있는 입지계수와 변이-할당계수를 이용하였으며 경제활동 인구조사와 경제총조사에 기초하여 고용과 매출 측면에서 분석하였다. 분석결과 경남지역은 농림어업과 제조업에 특화되어 있는데 경남지역 내에서 창원은 중화학공업의 특화도가 높은 반면 창원외 경남지역은 농림어업, 제조업과 일부 서비스업에 보다 폭 넓게 특화되어 있는 것으로 나타났다. 변이-할당 분석 결과를 보면 경남의 종사자수 및 매출액 감소는 주로 경쟁요인에서 발생하였는데 지역 내에서는 창원은 마이너스(-), 창원외 경남지역은 플러스(+)로 상반된 모습을 보이고 있다. 이는 창원에 소재해 있는 제조업과 도소매업, 숙박 및 음식점업 등 일부 서비스업종에서의 고용 및 매출이 전국과 창원외 경남지역에 비해 크게 저조하였던 데 기인하고 있는 것으로 창원에 소재한 산업의 고용 흡수력 제고와 매출 증가가 시급함을 시사하고 있다. 또한 산업구성요인은 창원과 창원외 경남지역이 모두 마이너스를 나타내고 있는데 이는 타산업에 비해 고용증가율이 낮은 건설업, 운수업, 금융보험업, 공공행정 및 교육서비스업과 매출 증가세가 상대적으로 약한 제조업 및 금융보험업 등의 비중이 높은 산업구조를 가지고 있기 때문이다. 이와 같은 경남의 산업구조를 감안할 때 고용감소세가 지속되고 있는 농림어업의 구조조정과 함께 고용 및 매출이 부진한 일부 제조업과 서비스업의 비중축소가 필요한 것으로 보인다. 한편 서비스업의 경우 종사자수 기준에 비해 매출액 기준 입지계수가 크게 낮은 것으로 나타났다. 이는 경남의 서비스업 종사자 1인당 매출액이 전국의 70%초반 수준에 머물러 있기 때문인데 생산성 향상 등을 통한 매출확대 노력이 필요한 것으로 판단된다. This paper analyzes the economy and industrial structure of Gyeongnam Province in years 2010 and 2015 in order to draw policy implications for Changwon, the Province’s capital, and the remaining area. We use location quotient and shift-share analysis methods to analyze these economies in terms of the employment and sales with data from the Economically Active Population Survey and the Economic Census. Our results show that Gyeongnam Province overall is specialized in (a) agriculture, forestry and fishing and (b) manufacturing. Within the province, Changwon is highly specialized in heavy chemical industry, whereas the remaining Gyeongnam area is more broadly specialized in (a) agriculture, forestry and fishing, (b) manufacturing and (c) some service industries. In the shift-share analysis, the overall decrease in employment and sales of the province is mainly due to the competitive component; by region, the capital city displays a decrease while the remaining Gyeongnam area displays an increase in employment and sales. We attribute this result to Changwon’s low employment and sales in some manufacturing and service sectors compared to the entire South Korea as well as the remaining Gyeongnam area. The result suggests that it is urgent for the industries in the region to absorb greater employment and increase its sales. Meanwhile, the industrial mix component is negative in both areas. This implies that it is necessary to restructure the agriculture, forestry and fishing industry - which has experienced declining employment - and reduce the share of some manufacturing and service industries whose employment and sales are suffering.

사회의 변화와 지역 대학교육의 방향

In this paper, I would like to share my experiences with other universities by reviewing thecontents of my experiences in the process of opening the School of Liberal Studies and Convergenceat Kyungnam University in March 2018, and plans appropriate for the changing direction of highereducation. Kyungnam University's school of liberal studies agrees with the prospect of the futurecollege required by the Ministry of Education in some ways. In the long term, the curriculum ofthe school of liberal studies is to enable cross-selection between the literature and science andengineering departments so that practical convergence education is possible, and to be linked tograduate education. Traditionally, universities have served as producers and transmitters of knowledgeneeded for local communities and local industries. The need for universities to cooperate with localcommunities and local governments as well as businesses has increased as the partnership betweenuniversities and regions has been strengthened to resolve local issues. This study can be said to bemeaningful in that it responds preemptively to the need for human resources in the Gyeongnamregion of which Kyungnam University belongs and that it is preemptively opening the School ofLiberal Studies. I think how to achieve educational goals depends solely on the correct thinking,hard work and attitude of the major human members of the university. Don't forget your missionas an educational institution to become a “good human being.” Be faithful to the basics, andreturning to the basics may be an educational revolution. 본 논고에서 본인은 2018년 3월 개설한 경남대학교 교양융합대학의 자유전공학부 개설 과정에서 경험한 내용과 변화하는 고등교육의 방향에 알맞은 방안을 고찰하고 타 대학의 경험을 공유하고자 한다. 경남대학교의 자유전공학부에서는 교육부에서 요구하는 미래대학의 모습 전망과 어떤 면에서는 일치한다. 장기적으로 자유전공학부의 교육과정은 실질적인 융복합 교육이 가능하도록 문과와 이공계열 간 교차 선택이 가능하도록 하고, 대학원 교육과도 연계 되도록 하는것이다. 전통적으로 대학은 지역사회와 지역의 산업에 필요한 지식의 생산자이자 전수자 역할을해왔다. 지역의 현안을 해결하기 위한 대학과 지역 간의 파트너쉽이 강화됨에 따라서 대학이 기업뿐만 아니라, 지역커뮤니티, 지자체 등과 협력할 필요성이 증대 되었다. 본 연구는 경남대학이속한 경남 지역의 대학으로서의 연계성과 지역이 필요로 하는 인재의 수요에 대해서 선제적으로자유전공학부의 개설이라는 점으로 대응하고 있다는 점에서 의의가 있다고 할 수 있다. 어떻게교육의 목표를 달성할 것인가는 오로지 대학의 주요 인적 구성원들의 올바른 생각과 노력과 태도에 달려있다고 생각한다. ‘좋은 인간’이 되게 하는 교육기관으로서의 사명을 잊지 말고 기본에 충실하며, 기본으로 돌아가는 것이 곧 교육의 혁명일 수도 있다.

돌아온 경남대학교 데라우치문고(寺內文庫) 20년

올해(2016년)는 일본 야마구치현립대학 도서관에 소장되어 있던 데라우치문고가 우리 경남대학교박물관으로 돌아온 지 20년이 되는 해이다. 지난 20년 동안 우리 대학박물관에서는 전시와 출판, 학술대회 등 다양한 활동을 통해, 돌아온 데라우치문고를 활용하며, 그 가치를 높여왔다. 그리고 우리 국민들에게 해외로 유출된 우리 문화재의 소중함을 일깨우는데도 일조하여 왔다. 이 글은 경남대학교로 돌아온 데라우치문고의 지난 20년을 되돌아보면서 함께, 앞으로 어떻게 하면 좀 더 발전적으로 활용하고 그 가치를 높여 갈까에 대한 우리의 생각을 정리한 것이다. This year, 2016 is the 20th since Derauchi Collection which were owned in the library of Yamaguchi Prefectural University in Japan, returned to Kyungnam University Museum. For the last 20 years, our museum has activated them to make their value higher through various activities like exhibition, publishing and academic workshops. We`ve also helped Korean people enlighten the value of our cultural assets which were gone out overseas. This essay is aimed at how much we could use them more progressively and mae their value inspired together for the future looking back on the last 20 years since Derauchi Collection returend to Kyungnam University in Korea.

경남 및 창원지역 아파트 매매와 전세시장사이의 상호의존성에 관한 실증적 연구

본 연구는 2004년 3월부터 2011년 12월까지 주별(weekly) 경남지역과 창원지역 아파트 매매가격과 전세가격사이의 단기적인 정보전달메커니즘에 관한 실증분석을 실시하였다. 이를 위하여 VAR 및 VECM모형에 기초를 둔 Granger 인과관계 및 충격반응함수분석을 실시하였으며, 주요 실증분석결과는 다음과 같다. 첫째, 경남지역과 창원지역 아파트 매매와 전세시장사이에는 장기적인 균형관계, 즉 공적분관계가 존재하는 것으로 나타났다. 이는 중장기적으로 경남과 창원지역 부동산시장에서의 매매와 전세시장은 장기적으로 균형점에 도달하게 된다는 것을 의미한다. 둘째, 경남지역과 창원지역 아파트 매매가격사이에는 피드백적인 예측력을 지니고 있는 것으로 나타났다. 셋째, 창원지역 아파트 전세시장은 창원지역 아파트 매매시장에 대하여 강한 예측력을 지니고 있으나 그 반대현상은 통계적으로 유의한 수준에서 존재하지 않는 것으로 나타났다. 넷째, 경남지역 아파트 전세시장은 창원지역 아파트 전세뿐만 아니라 매매시장에 대해서도 강한 예측력을 지니고 있는 것으로 나타났다. 이러한 실증분석결과로부터 경남지역 지방자치단체와 금융감독당국의 부동산정책담당자들은 경남지역과 창원지역 아파트와 매매시장의 안정을 위해서는 창원지역 전세시장과 매매시장을 안정화시킬 수 있는 다양한 정책적인 대안을 마련해야 할 것으로 보여진다. This paper investigate the short-term and long-term linkages between APT trading and rental prices in Gyeongnam province and Changwon city. We use weekly price index of trading and rental price of two ares covering from March, 2004 to December, 2011. For this purpose we employ the Granger causality test and impulse response analysis based on vector error correction model. The major findings are as follows;First, we find that there is a long-run relationship between trading and rental price index of Gyeongnam province and Changwon city. Second, we also find that there is a bilateral influence in trading price index of Gyeongnam province and Changwon city. Third, Changwon city's rental price has a significant impact on the trading price of Changwon city but not vice versa. Fourth, The rental price of Gyeongnam province has an effect on the trading and rental price of Changwon city. From these empirical results, we infer that policy maker in real estate markets in Gyeongnam province and Changwon city have to focus on the rental and trading price of Changwon city in order to stablize the real estate price in the concerned areas.

경남 해상풍력발전산업의 경쟁우위 분석

The study analyzes the competitive advantage of offshore wind power industry in Gyeongnam compared to other provinces, that is, Jeonnam, Jeonbuk and Ulsan. It is based on Porter's diamond model, which lies in four broad attributes, that is, factor conditions, demand conditions, firm strategy and structure and related supporting policies. The major findings are that associated firm strategy and structure and related supporting policies of Gyeongnam are assessed as a high level compared to other provinces. The industry-academic cooperation in factor conditions and regional support policies, like establishment of Narcell Testbed and Busan-Ulsan-Gyeongnam southeast megacity are also assessed a higher level compared to other provinces. But demand conditions of Gyeongnam are assessed as a low level compared to other provinces because of acceptance of Gyeongnam residents. 본 연구는 경남은 지속가능한 성장 동력을 확보하기 위해서 경남도 전략산업 육성 종합계획에서 해상풍력을 핵심 전략산업 중의 하나로 선정하고 지원 및 육성할 계획을 수립하였다. 한국의 해상풍력발전은 고용이나 매출액 등 경제적 현황은 미흡한 수준이나 국내외 해상풍력발전의급속한 성장으로 향후 주요 전략산업으로 발전할 것으로 전망된다. 본 연구는 포터의 모형을 이용하여 경쟁우위 분석 요소인 생산요소 조건, 수요 조건, 기업경쟁 조건, 기타 산업지원 조건을해상풍력발전산업을 활성화를 모색하고 있는 전남, 전북, 울산 등 주요 지자체와 경남을 비교 분석한다. 분석 결과, 경남의 기업여건 및 경쟁 조건과 지원 산업 조건은 경쟁 지자체에 비해 우위를 가지고 있었다. 즉, 해상풍력발전 산업의 최종재 생산 기업 대부분과 경쟁력 있는 중간재 기업 다수가 경남 지역에 소재하고 있고, 이러한 경쟁력 있는 기업을 기반으로 나셀테스트베드를구축하여 운영하고 있으며, 해상풍력산업 관련 제조업 기반 대부분이 소재하고 있는 동남권 메가시티의 구축 중에 있어 경남 해상풍력발전산업 활성화에 긍정적이라고 평가된다. 다음으로 경남의 지형적, 인적, 기술적 조건은 경쟁 지자체와 비슷한 수준이라고 할 수 있고, 경남의 해상풍력발전단지 사업추진은 경남 주민수용성 문제로 인해 경쟁 지자체에 비해서 미흡한 수준이다.

경남지역 점포소매업의 현황과 발전방향

경남지역 유통산업은 대형 소매점이 급성장 하고 재래시장의 몰락과 슈퍼마켓을 포함한 중소 유통업이 고사위기로 구조변화 되고 있다. 경남지역 유통산업의 구조적 문제점은 비효율적 구조를 가지고 있고, 소규모 영세 유통업체의 비율이 높은 편이며, 업태간 불균형적으로 발전되고 있고, 선진경영기법의 찰용이 부족하며, 근린상권은 고사위기에 놓여 있다. 본 연구는 경남지역의 백화점, 할인점, 재래시장, 편의점, 슈퍼마켓 및 중소 유통업들에 대하여 업태별 현황과 문제점 및 발전 방향을 살펴보고, 이를 통해 경남지역 유통산업의 비효율성을 극복하기 위한 제언과 업태간 균형적인 발전을 위한 제언을 하고 있다.
