난민 사회통합을 위한 사회보장: 호주 정책 사례 및 시사점

호주는 전통적인 이민 국가로서 인도주의 이민 유입과 정착에 관한 정책과 제도에 대한 국제적 벤치마킹의 대상이 되어 왔다. 최근 한국에서도 난민이 사회적 이슈로 부각됨에 따라, 난민에 대한 연구가 축적되고 있는 단계에 있다. 그러나 난민 유입 및 수용에 관한 연구가 주를 이루고 있으며, 실제 난민들의 정착과 사회통합에 대한 연구는 초기 형성 단계에 있다고 볼 수 있다. 본 연구는 국내에는 잘 알려지지 않은 호주 난민 사회보장의 경험을 고찰하여, 한국의 난민 사회보장 체계 구축과 실행에 주는 시사점을 도출하고자 한다. 호주 난민 사회보장은 체계적인 정착 지원 프로그램과 소득 및 보건에 대한 완전한 접근권 보장이라는 측면에서 모범적인 정책 사례를 제공하고 있다. 반면 난민 고용과 지역사회통합 측면에서 과제와 위협요인을 안고 있다. 본 미래대응적(future-proofing)인 연구는 한국의 현재 난민 사회보장 정책을 성찰하는 기회를 제공하고, 향후 효과적인 난민 사회보장 제도 설계를 위한 전략적 정책결정을 지원할 것으로 기대된다. Australia, as a traditional country of migration, has been a benchmark country for humanitarian immigration program and the settlement policies for refugees. As refugees have emerged as a social issue in Korea, increased attention has been being paid to them by Korean scholars. However, research on social security for social inclusion of refugees is only at an embryonic stage. This study sheds light on the policy experience of Australia, which has been lesser-known to Korea, with an aim to draw implications for the design and implementation of the social security system. Australia's social security provides an exemplary policy case in terms of systematic assistance for settlement of refugees and their full access to income security and health services. But, it also presents challenges and threats to employment and social inclusion through community living. This future-proofing study provides an opportunity to reflect Korean policy situations and is expected to support a strategic decision making for inclusive social security for refugees.

한국의 국제수지 제약 성장에 관한 연구: 수입유발형 수출구조를 중심으로

지난 50여 년간 빠른 성장을 해온 한국경제는 ‘수출주도 성장전략’을 일관되게 추진해왔다. 본 연구의 주요 목적은 Thirlwall이 제시한 ‘국제수지 제약 성장모형’ 에 ‘수입유발형 수출구조’라는 한국경제의 특수성을 반영한 추가적 제약조건이 장기 경제성장률에 미치는 영향을 실증적으로 분석하는 데 있다. 실증분석 결과, 한국의 경제성장 여력은 글로벌 금융위기 전후로 감소하였음을 확인할 수 있었다. 국내 지출의 수입의존도가 감소하는 등 경제성장에 유리한 변화도 일부 있었지만, 수출의 해외소득 탄력성이 감소하고 수출의 수입의존도가 증가하면서 경제성장 잠재력이 전반적으로 약화하는 것으로 나타났다. 또한 추정 결과에 따르면, 수출의 수입의존도가 완화될 경우 최대 0.57%p의 장기 경제성장률 증대를 기대할 수 있다. 향후 한국경제의 장기 성장잠재력 제고를 위해서는 수출 경쟁력 강화와 함께 수출의 수입유발효과와 수입의 소득탄력성을 낮추는 정책적 노력이 필요하다. 아울러 한국경제가 추격경제를 넘어 선도경제로 전환하는 국면에서 사회 저변의 혁신역량을 끌어 올리는 전략을 추진해야 할 것이다. The Korean economy has grown rapidly over the past 50 years and has consistently pursued an ‘export?led growth strategy’. The main purpose of this study is to empirically analyze the additional constraints reflecting the ‘import?dependent export structure’ in the ‘balance?of?payments constraint growth model’. Our empirical results show that the long?term equilibrium growth rate in Korea has decreased since the global financial crisis. Although there were some changes favorable to economic growth, such as a decrease in the dependence of domestic expenditures on imports, the elasticity of exports to foreign income decreased and the dependence of exports on imports increased, which led to a weakened growth potential. In addition, according to the estimation results, if export dependence on imports is eased, the long?term economic growth rate could increase by up to 0.57%p. In order to enhance Korea’s economic growth potential, it is necessary to strengthen export competitiveness and reduce the import-inducing effect of exports and the income elasticity of imports. To this end, diversifying export markets and expanding support for mid-sized companies’ development of core components and materials are needed. Also, it is necessary to improve the procurement network for raw materials and core parts. At a time when the Korean economy is transitioning from a catch-up economy to a leading economy, a strategy to enhance the innovative capacity of society is essential.

Magnetic Sensor for the Defect Detection of Steam Generator Tube With Outside Ferrite Sludge

<P>Steam generator tube in nuclear power plant is a boundary between primary side and secondary side. Nondestructive test for the steam generator tube, eddy current testing (ECT) method has been carried out. In case of bobbin-type ECT probe, transverse defect, defect with ferro-phase, outside of tube having ferrite sludge were very difficult to detect. To overcome these problems, a motorized rotating probe coil (MRPC) probe was developed but scan speed is slow and not effective method in time. In this work we have developed a new sensor having U-shape of yoke to measure permeability variation of test specimen, which can detect ferro-phase generated as well as normal defects in the tube material of Inconel 6oo. Electronics for signal processing, 2-phase lock-in amplifier per sensor, ADC, and embedded controller were employed in one probe and measured digital data were transmitted to the PC data acquisition software using RS232C interface. Using the developed sensors we have applied to detect defects in the tube outside with ferrite sludge which is very difficult to detect conventional bobbin-type ECT probe. Developed sensor could measure defect size of 0.2 mm times 10 mm times 0.44 mm (width times length times depth) for the normal defect and defect outside of tube having ferrite sludge. We expect the developed sensor could detect defects like as MRPC probe and scan sensor speed like as bobbin-type ECT probe.</P>
