Efficient Foreground Segmentation for a Pan-tilt Camera Based on GMM over Walsh Spectrums

This paper describes foreground segmentation from dynamic backgrounds by using pan-tilt/translation HDTV camera. That system is designed to be used for outdoor surveillance without using mosaiced backgrounds, which sometimes cause ghost foregrounds. The algorithm is based on GMM over Walsh spectrums on many blocked images. Local spectrum based foreground segmentation makes the proposed approach robust to sub pixel motions and even non pixel level calibration. Due to insensitive sub-pixel motion nature of the algorithm, the phase only correlation (POC) between subsequent frames is used for camera movement. In order not to use mosaiced background, the background model of newly appeared area is quickly constructed by accelerating adaptation speed and spatial prediction. The experimental results show stable operations.
Efficient Multi-scale Retinex Algorithm for Video Applications

This paper describes an efficient image enhancement method based on the Multi-Scale Retinex (MSR) theory for pre-processing of videos. The processing amount is drastically reduced to 4 orders less than that of the original MSR, thanks to the multi-rate processing using separable x-y filters. In addition, the MSR is effectively implemented during the above multi-rate processing. The method also modifies a weighting function for enhancement to improve color rendition of a bright area in an image. Experiment results show high enhanced property with little hue changes, which is suitable for preprocessing of many video applications.
Fusion of Communications and Broadcasting through the Internet Satellite

This paper describes a proposal and a preliminary experimental result on re-transmission of terrestrial digital broadcasting on a multi-beam satellite for eliminating uncovered terrestrial broadcasting areas. As the satellite is for the internet purpuse, this approach will be a good example of fusion of communications and broadcasting. The re-transmission bit-rate are designed to be less than 15% of one beam capacity, in order to keep the satellite for internet use. Subscribers in the uncovered areas can at least watch terrestrial digital broadcasting program all day long even at heavy traffic conditions. The experimental system by using JGN (Japan Gigabit Network) demonstrates the possibility of the fusion.

This paper describes a hierarchical unified parameter generation on fine-to-coarse multi-resolution foreground segmentation based on Gaussian mixture model (GMM). The hierarchical parameter generation can reduce the required update processing amount by half in the coarse processing area, without serious performance degradation on high resolution video pictures. The GMM approach over Walsh transform domain in every resolution processing is modified to a set of finer resolution layers by the GMM approaches, followed by the remaining set of coarse resolution layers using single Gaussian models which employ the unified parameters generation scheme. The unified parameter generation is based on the reproducing property of Gaussian distributions used for GMM parameters in the last GMM layer. Experimental results show almost the same stable performance of the fine-to-coarse GMM in outdoor conditions.
