국가회계 우발부채 회계처리에 대한 비판적 검토: 반복지출 우발부채 사례를 중심으로

본 연구는 매년 반복적으로 발생하는 우발부채(이하 “반복지출 우발부채”)를 사례로 발생주의 국가결산 정보의 실천적 활용방안을 모색하여 정책적 시사점을 제시하고자 한다. 매년 1조원 이상 발생하는 반복지출 우발부채는 국가재무제표에 주석으로 공시되는데, 일부 중앙관서의 1년 재정운영순원가와 비교해보아도 적지 않은 규모이다. 그럼에도 정부는 향후 발생할 비용을 합리적으로 추정할 수 없다는 이유로 국가재무제표에 충당부채로 계상하지 않고 있다. 본 연구에서는 반복지출 우발부채와 관련하여 국제회계기준(IFRS), 국제공공부문회계기준(IPSAS), 국가회계기준을 비판적으로 비교·분석하였다. 반복지출 우발부채는 대부분 법률, 협약 및 정책 등에 따라 발생하는 것이기 때문에 실질적으로 의무이행을 회피할 수 없고, 지출 금액도 상당히 신뢰성 있게 추정이 가능하기 때문에 일반적인 충당부채 요건을 충족시키는 것으로 판단된다. 이는 현재 국가재무제표의 부채가 반복지출 우발부채를 충당부채로 계상하였을 경우에 비하여 과소계상된 것을 의미한다. 따라서 정부부문의 고유특성, 우리나라 재정환경 및 정책목표 등을 종합적으로 고려할 때 반복지출 우발부채를 충당부채로 국가재무제표에 계상함으로써 정부의 공공회계책임을 강화하고 발생주의 국가회계정보의 정책적 활용도를 제고할 수 있을 것으로 기대된다. This study investigates the case of recurrent contingent liabilities and suggests the policy implication for practical use of the financial statements of Korea which have been published based on accrual accounting from 2011. The amount of recurrent contingent liabilities is more than 1 trillion won each year, which is comparable to the one-year net operating costs of several ministries of the central government. However, the government does not account for provisions regarding these expenditures for the reason that it is difficult to estimate future costs reasonably. In this study, we critically investigate and compare IFRS, IPSAS, and the national accounting standards in relation to recurrent contingent liabilities. Since most of the recurrent contingent liabilities are based on laws, agreements and policies, outflow of resources or potential services will be required and the amount of the obligation can be measured with sufficient reliability. We argue that, considering the inherent characteristics of the government sector, the fiscal environment, and policy objectives in Korea, it is meaningful to account recurrent contingent liabilities as provisions in financial statements. Ultimately, it is expected to strengthen the public accountability of the government and to enhance the policy utilization of the accrual based national accounting information.
