A Case Study of the Daedeok Innopolis Innovation Cluster and Its Implications for Nigeria

Innovation clusters are essential in the economic development of many developed countries across the world. While they present ways for under-developed and developing countries to grow their economies, fully operational innovation clusters are yet to be established in Nigeria. Many experts argue that learning from experience is an effective way of galvanizing economic development. Therefore, in this study, an empirical analysis involving a multi-variable quantitative analysis was used to examine the factors that influence the performance of the Daedeok Innopolis Innovation Cluster (South Korea). The results obtained show that the investment in education, Research and Development (R&D), labor capacity of key players within the innovation cluster, and the transfer of technology (within the cluster) were essential factors that influence the performance of the Daedeok Innopolis Innovation Cluster.

Development of the National Innovation System in Nigeria

최근 나이지리아는 저성장의 경제와 빈곤의 증가로 심각한 문제에 당면하고 있다. 이에 따라 나이지리아 연구자들과 정책 입안자들은 관련된 문제를 해결하고 경제 발전을 목표로 하는 혁신 추진을 위하여 실행 가능한 해결책을 찾으려는 시도가 지속되고 있다. 본 연구에서는 이러한 해결책의 일환으로 국가 발전의 수단으로서의 국가 혁신 체제 (National Innovation System, NIS)를 개념화하고 다른 나라 사례를 분석하여 나이지리아를 위한 시사점과 수정된 모형을 도출하고자 한다. 또한 한국의 국가혁신체제, 대덕특구 그리고 실리콘밸리의 사례 등을 정성 및 정량 분석하였으며, 이를 통해서 NIS에서 교육 및 연구에 대한 공공 투자와 요소간 유기적 협력이 중요한 요소이며, 효과적인 액셀러레이터와 혁신 클러스터의 구성이 NIS 발전에 필수적인 조건임을 밝혀내었다. The declining economic performance and rising poverty levels in Nigeria presents a problem that requires urgent attention. Policy makers as well as researchers in Nigeria are frantically trying to find a viable solution to resolve this problem and drive innovation for economic development. In this study, the concept of the National Innovation System (NIS) as a viable tool of national development will be explored while learning from the experience of other countries. Case study analysis of the Korean NIS, Daedeok Innopolis innovation cluster and the Silicon Valley will be studied. The methodology used in this study is a mixture of both qualitative and quantitative methods. The results obtained in this study shows that public funding of education and research, coordination between the key players of the NIS, in-addition to the effectiveness of accelerator and innovation clusters are essential to the development of a vibrant NIS.
