        Labor Market Governance and Regional Development in The Philippines: Uneven Trends and Outcomes

        Globalization has fuelled the desire for simplicity and flexibility in rules and processes within nations. de Soto (2000) calls for the simplification of rules to enable people to join the formal economy. Friedman (2005) echoes the need for simpler rules, to attract business and capital. Marketbased approaches to governing have been adopted in many nations due to globalization. Recent developments demonstrate that such approaches fail. Globalization may lead to impoverishment in the absence of proper forms of governance (Cooney 2000). That is why it has the tendency to become a “race to the bottom.” Regulatory measures can be costly, and the costs of doing business are uneven across nations. This unevenness is being used as a comparative advantage. Others call this regulatory competition (Smith-Bozek 2007) or competitive governance (Schachtel and Sahmel 2000), which is similar to the model of Charles Tiebout. Collaborative governance is an approach that governments could use in lieu of the competitive method. Mechanisms that enable stakeholders to exchange information, harmonize activities, share resources, and enhance capacities (Himmelman 2002) are needed. Philippine public policy encourages a shift in modes of realizing labor market governance outcomes from command to collaboration (Sale and Bool 2010B; Sale 2011). Is labor market governance and regional development in the Philippines collaborative? Or is the opposite – competitive governance (Tiebout model) – more evident? What is the dominant approach? This preliminary research tackles these questions by looking at recent data on average and minimum wages, wage differentials, trade union density, collective bargaining coverage, small and bigger enterprises, employment, unemployment and underemployment, inflation, poverty incidence, labor productivity, family income, among others, across regions of the country. The issue is studied in the context of legal origins. Cultural explanations are broached.

        Collaborative Governance in Philippine Science and Technology Parks: A closer look at the UP - Ayala Land Technohub

        Public-private partnerships (PPPs) are very popular governance practices, as they enable the private partner to engage in business and have profits while the public partner improves the provision of public services. PPPs are organizational arrangements with a sector-crossing or sector-blurring nature, and are modes of governance - governance by partnerships or collaborative governance (Schuppert 2011). New models and applications of PPPs have been developed over time. Collaborative governance entails information exchange, action or movement harmonization, resource sharing, and capacity enhancement among the partners (Sale 2011; 2012a). As the national university, the University of the Philippines (UP) serves as a research university in various fields of expertise and specialization by conducting basic and applied research and development, and promoting research in various colleges and universities, and contributing to the dissemination and application of knowledge, among other purposes. (Republic Act 9500) It is the site of two (2) science and technology parks (Sale 2012b), one of which is the UP - Ayala Land Technohub. A collaboration between industry and the academe, the Technohub is envisioned as an integrated community of science and technology companies building a dynamic learning and entrepreneurial laboratory (UP-AyalaLand Technohub). This paper takes a closer look at the UP - Ayala Land Technohub as an example of a PPP or collaborative governance in science and technology parks. Have information exchange, action or movement harmonization, resource sharing, and capacity enhancement taken place in the Technohub? What are some significant outcomes of, and issues arising from, the PPP? What assessment indicators may be used? Is a governance instrument needed?

        Collaborative Governance, Decent Work and Innovation: An Analytical Framework for Sustainable Workplaces Based on the Case of Philippine Science and Technology Parks

        This paper explores, explains and describes a framework for analyzing collaborative governance, decent work and innovation as fundamental elements of sustainable workplaces through case study of Philippine science and technology (S & T) parks. Rules, or the legal infrastructure, are particularly significant considerations that facilitate or hinder collaboration. Industrial relations/human resource (IR/HR) practices are essential to collaboration and decent work. Employee consultation and labor-management council or committee are examples of IR/HR practices that might contribute to collaboration and decent work in firms and workplaces in S & T parks as they are team approaches to production, too. Collaboration and decent work enhance the capacity to innovate. In the long run, collaborative governance, decent work and innovation tend to converge in the concept of sustainable development. The interdependencies and interactions among collaborative governance, decent work and capacity to innovate in firms operating in S & T parks make possible new solutions to new problems (i.e., innovation) and, thus, sustainable workplaces.

        Profile and Outcome of Management of Brain Tumours in Kaduna Northwestern Nigeria

        Objective : Tumours of the brain are a rare occurrence accounting for approximately 2% of all neoplasms in adults. Few studies have been done in Nigeria on the profile of brain tumours. The aim of this study is to determine the profile of brain tumours in general and determine the change in Kanofsky Performance Score (KPS) after treatment. Methods : This is a prospective hospital-based study in Kaduna. All consecutive patients over 18 years of age with diagnosis of brain tumours from January 2016 to December 2019 were included in the study. Demographic and clinical data was collected using a proforma during the study. Patients who received treatment were followed up for 12 months. The primary outcome data was the difference in the quality of life as measured by KPS at the point of first contact and at 1-month after treatment and at 12-month follow up. Data obtained was analysed with SPSS version 25.0 for Windows. Descriptive statistics was done to determine the profile. Paired t-test at 95% confidence interval was done to check for significant correlation between the mean KPS. Results : A total of 39 consecutive patients were included in the study. There was a slight male preponderance with a M : F of 1.17 : 1. Meningioma and metastasis were more common in females while gliomas and pituitary tumours were more common in males. The mean age of patients was 49.8 years and standard deviation of 11.8 years. Pituitary tumours were the most common tumours. The most common location of the tumour was frontal lobe followed by the pituitary gland. The mean duration of symptoms before neurosurgical consultation was 38 weeks. The most common presenting symptoms of patient with brain tumour was headache. The quality of life improve compare to the baseline in 81% of patient at discharge and at 1 year follow up. The overall mortality rate was 25.6%. Conclusion : The most common brain tumour in our study is pituitary tumour. Most patients present late. The most common presenting symptoms is headache. There is significant improvement in the KPS of patients following treatment. The overall mortality rate at 1-year post treatment is 25.6%.

        Length-weight relationships and reproductive biology of commercially important fishes from Ribb Reservoir, Ethiopia

        It is important to understand the biological aspects of fish for fishing management. This study was conducted from February through October 2021. A total of 1,629 fishes were collected using different fishing gears. The length-weight relationship is a power curve for all fishes and showed a significant (r<sup>2</sup> > 0.8). All fishes revealed a negative allometric growth pattern except Labeobarbus intermedius. Oreochromis niloticus (1.714 ± 0.009) was found in better condition than other fish species (analysis of variance [ANOVA], p < 0.05). The length at maturity was 24.0 cm and 25.4 cm total length (TL), 28.9 cm and 28.2 cm fork length, and 53.2 cm and 57.5 cm TL for females and males of O. niloticus, L. intermedius and Clarias gariepinus, respectively. Fecundity was ranged between 100-947 eggs/g with absolute fecundity (AF) of 468-3,832 eggs, 200-1,000 eggs/g with AF of 2,752-136,420 eggs, and 505-900 eggs/g with AF of 2,000-6,404 eggs for O. niloticus, C. gariepinus, and L. intermedius, respectively. Their respective mean fecundity was 1,490 ± 91, 23,330 ± 5,070, and 3,096 ± 273 eggs, respectively. Mean fecundity revealed a significant variation between size classes and species (ANOVA, p < 0.05). The fecundity length and fecundity-body weight relationships except (O. niloticus) of fishes were curvilinear while the gonad weight (GW)-fecundity relationship was linear for all fish species. The fecundity was moderately associated with increasing length than body weight, and GW for all fishes (r<sup>2</sup> > 0.6). In conclusion, a tangible management setup is required to sustain the use of fish in the reservoir.
