      • Integrated Disaster Risk Management of China

        This paper concludes the present situation of disaster risk in China, including the general introduction of disaster risk (public security), the main accomplished government work in the integrated disaster riskmanagement field, and the achieved success and existing problems in this field. Based on this, according to the trend of global environment change and globalization development, the countermeasures of strengthening the integrated disaster risk management of China is put forward, namely adjusting the national integrated disaster risk management strategy, integrating security construction, emergency management, disaster mitigation and reduction and risk governance into an entity, taking the best advantage of the social guaranteeing and insurance's function in integrated risk management, building and improving the technology system and demonstration base of risk governance, strengthening the disaster reduction awareness and disaster reduction education ability, and facilitating the management and service ability of disaster risk information.

        Development and Evaluation of a Duplex Real-Time PCR Assay With a Novel Internal Standard for Precise Quantification of Plasma DNA

        Background: Circulating levels of cell-free DNA increase in many pathologic conditions. However, notable discrepancies in the quantitative analysis of cell-free DNA from a large number of laboratories have become a considerable pitfall, hampering its clinical application. Methods: We designed a novel recombinant DNA fragment that could be applied as an internal standard in a newly developed and validated duplex real-time PCR assay for the quantitative analysis of total cell-free plasma DNA, which was tested in 5,442 healthy adults and 200 trauma patients. Results: Compared with two traditional methods, this novel assay showed a lower detection limit of 0.1 ng/mL, lower intra- and inter-assay CVs, and higher accuracy in the recovery test. The median plasma DNA concentration of healthy males (20.3 ng/mL, n=3,092) was significantly higher than that of healthy females (16.1 ng/mL, n=2,350) (Mann-Whitney two-sample rank sum test, P<0.0001). The reference intervals of plasma DNA concentration were 0-45.8 ng/mL and 0-52.5 ng/mL for healthy females and males, respectively. The plasma DNA concentrations of the majority of trauma patients (96%) were higher than the upper normal cutoff values and were closely related to the corresponding injury severity scores (R2=0.916, P<0.0001). Conclusions: This duplex real-time PCR assay with a new internal standard could eliminate variation and allow for more sensitive, repeatable, accurate, and stable quantitative measurements of plasma DNA, showing promising application in clinical diagnosis.

        Modeling and Analyzing for Magnetic Field of Segmented Surface-Mounted PM Motors with Skewed Poles

        The skewed PM (permanent magnet) in the axial direction and the segmented PM in the circumferential direction, can reduce the cogging torque of the permanent magnet synchronous motor (PMSM). In this paper, the magnetization expression, which can be applied to diff erent circumferential sectioning modes, is derived. The quasi-3D magnetic fi eld analytical model suitable for diff erent circumferential and axial segmentation modes is proposed. The magnetic fi eld, cogging torque, back-EMF, and electromagnetic torque are obtained by the proposed modeling. The accuracy of the analytical method is verifi ed by 3D fi nite-element analysis. Finally, the modeling is used to analyze the variation of electromagnetic performance with diff erent radial skew angle and axial segments. The proposed modeling can shorten the calculation time, and analyze the variation law of motor performance with PM segmentation and skew comprehensively. It provides a reference for the design and optimization of segmented PMSM with skewed poles and has great signifi cance for improving motor performance.

        Structure and morphological characteristics of polygonal salt crust, the West Juyan Lake, China

        Polygonal salt crust patches (PSCPs) in modern playas have critical hydrologic implications for arid areas, but the morphology and origin of these polygonal features are under debate. This study investigated the structure and morphological characteristics of crustal landforms in a modern playa located in the West Juyan Lake, western Inner Mongolia of China, through an integrated analysis of high-resolution remote sensing images obtained from Google Earth, pedestrian field surveys, and unmanned aerial vehicle photography. The study area covers approximately 2,650 ha and the number of salt crust patches was 3,491. Across this area, the coverage and number of salt crust patches varied with elevation and sedimentary environment. The results show that the polygonal patch pattern of the salt crust landforms was fractal, and similar polygonal patch perimeter to area ratios and landscape index values prevail in the study area. The wind erosion of material on the surface of the Gobi Desert, a mountain torrent alluvial fan, and material carried by seasonal river water probably provided the provenance of the regional salt crust landforms. The structure and morphological characteristics of salt crust in typical playas of the arid and semiarid region are important for better understanding their composition and sedimentary environment. This study can help reveal relevant information regarding environmental change and provide a reference for saline dust emissions from playas in arid areas.

        Projected changes in wind erosion climatic erosivity over high mountain Asia: results from dynamical downscaling outputs

        Wind erosion climatic erosivity is a measure of climatic conditions that affect wind erosion. Projecting wind erosion climatic erosivity is curcial for predicting future wind erosion risk. In this study, we employed dynamic downscaling outputs from the MPI-ESM1-2-HR model to project changes in wind erosion climatic erosivity over High Mountain Asia (HMA) from 2041 to 2060 under a middle-emission scenario (an additional radiative forcing of 4.5 W/m2 by 2100). From 1995 to 2014, wind erosion climatic erosivity in HMA was high in the southwest, on the Qiangtang Plateau, and in the Qaidam Basin, exceeding 1 kg·m−1 s− 1. Compared to the period 1995–2014, wind erosion climatic erosivity is projected to decrease by 0.5 kg·m−1 s− 1 over the east of the Qiangtang Plateau and increase by approximately 1 kg·m−1 s− 1 in the southwest of the HMA during 2041–2060 under the middle emission scenario. This increase in wind erosion climatic erosivity in the southwest of HMA is attributed to a projected rise in high-wind frequency for 2041–2060 compared to 1995–2014. Conversely, the decrease in wind erosion climatic erosivity in the east of the Qiangtang Plateau results from increased precipitation during 2041–2060, which mitigates the effects of increased high-wind frequencies. Given the growing risk of wind erosion in the southwest of the HMA, it’s essential to implement appropriate mitigation policies for the future.
