Models for Social Media-Based Governments

Public sectors around the world utilize social media tools and technologies in their daily activities for a variety of purposes, including disseminating useful information, fostering mass collaboration, and enforcing laws and regulations. A number of social media-based government stage models have emerged to document this use. In this chapter, we conducted a qualitative meta-synthesis of four social media-based government models. These models include 1) the open government maturity model, 2) the social media utilization model, 3) the adoption process for social media, and 4) the social media-based engagement model. The concepts, metaphors, and themes contained in these developmental models are extracted through a series of in-depth semantic analyses of descriptions, resulting in a common frame of reference.

One of the prominent challenges of e-government identified in developing countries is low level of ICT literacy and skills of e-government users. For those countries at the nascent stage of e-government development, it is crucial to identify and provide e-skills needed from the demand side. However, prior research has mostly focused on the supply side of e-skills, ignoring the consumption side of e-skills. In addition, no user centric approach for e-skills identification and development for e-service consumption, with respect to the stages of e-government development, have been proposed and validated. The purpose of this article is thus to: 1) Identify skills required for e-services utilization by all participants-citizens, public, and private sector employees-involved in G2C, G2B, and G2E e-government relationships respectively; assuming they are consumers of e-government and to 2) Propose and validate an user-centric approach for e-skills identification and development based on stages of e-government utilizing the Delphi method. As a result of the study, a comprehensive list of e-skills (N = 81) was generated. We found that e-skills required for e-service consumption are not merely technical; they include a wide variety of related skills that can be applied to enhancing e-skills. Therefore, the findings can serve as a standard curriculum for training and educating both citizens and government employees in developing countries. Moreover, the findings of this research may also facilitate international organizations in indentifying and measuring citizens’ readiness for e-government in terms of e-skills.
From e-government to social government: Twitter use by Korea's central government

<B>Purpose</B> - This study aims to explore Twitter use by Korea's central government by classifying the government's Twitter-based networking strategies into government-to-citizen (G2C) and government-to-government (G2G) strategies. <B>Design/methodology/approach</B> - The study investigates the nature of social media interactions and networking strategies in the Korean government by extracting tweets, follower/following relationships, and hyperlinks for 32 ministries. Network patterns and networking strategies are reviewed through descriptive statistical analysis and social network analysis to map the government's Twitter activity. <B>Findings</B> - The results indicate that the government's direct networking strategy targeting citizens does not necessarily motivate their participation in the government's social media activities but that it plays an instrumental role in reinforcing G2G relationships. <B>Originality/value</B> - This study investigates the social media use patterns (e.g. network properties and co-link analyses) and strategies (e.g. the reciprocity of relationships and content-push strategies) in the context of G2C and G2G relationships in Korea's public sector.

It has been more than 11 years since The Journal of Contemporary Eastern Asia (ISSN 1684-629) was first launched in the year 2001. Since its launch, the Journal of Contemporary Eastern Asia (JCEA) has gone through several changes and developments, including a recent change in ownership. Now the JCEA is primary published by the Cyber Emotions Research Institute at YeungNam University, South Korea. In order to widen the journal's scope and readership, the Asia Triple Helix Society was also engaged as co-publisher. In this article, we detail these developments; particularly we will discus the journal's history, current status, and impact factor.
Comparison of Hallyu with Hollywood and Bollywood Entertainment Industries

Hallyu the popular South Korean wave of pop, drama and movies compared with world biggest entertainment industries like Hollywood and Bollywood has successfully spread into the global market in a short span of time. Recently, however there is a general skepticism regarding Hallyu’s continuing success overseas related with its general popularity. In this regard this study investigates and compares the online popularity of Hallyu in the international context and further compares it’s online popularity with Hollywood and Bollywood entertainment industries. The online popularity is investigated through webometrics from the perspective of entropy and the web. The data are obtained through the search engine called Bing.com for exploring the Hallyu entertainment industry in the international context and comparing it with Hollywood and Bollywood. The result reveals that Hallyu online popularity in terms of web presence has decreased over the time as compared with Hollywood and Bollywood entertainment industries but Hallyu has successfully integrated into the entertainment industry network in the web.
