Energy environment has been changing rapidly such as the fluctuation of oil prices and the effect on UNFCCC. Oil price change affects Korea’s economy heavily due to her poor natural resources and large dependence of consumed energy resources. Korea takes the 4th place of importing the crude oil and 9th place in CO₂emissions with the 1st place of CO₂ emissions increasing rate. Considering the current statue of Korea including oil price change and UNFCCC, Korea will be expected to be the Annex I nation due to Korean energy environments and the quantity of CO₂ emission. Energy technology development is a crucial key to cope with Korea’s national energy security and environments. In this study, we establish the framework, which allocates the relative weights of assessment criteria and sub-criteria, for assessing and selecting R&D programs of energy technologies strategically. We integrated fuzzy theory and analytic hierarchy process (AHP) approach since the fuzzy AHP approach reflects the vagueness of human thoughts and perception effectively as making pairwise comparisons of criteria and alternatives. The fundamental data of this research results will support R&D planning phase for policy-makers and the production of well focused R&D outcomes.

The rapid changes of energy environment such as high oil price, united nations framework convention on climate change, and the hydrogen economy have been happening to provide national energy security in the 21st century, we need to build strategic approach for coping with energy environment. From a long-term viewpoint of energy technology development, it's time to develop energy technology with selection and specification. In this study, we build energy technology roadmap for establishing the hydrogen economy with a long-term strategy. We analyze economic spin-offs and commercial potential for establishing energy technology roadmap of energy technology development for establishing the hydrogen economy.

Korean economy is easily affected by the fluctuation of oil price change, as exemplified by the fact that Korea is the 10th largest energy consumer in the World and also has poor natural resources. The best way to solve the Korean energy environment is the development of energy technologies with well focused R&D strategically. In this research, we established the mid-term strategic energy technology development plan, which was supported by the Korean research council for public science and technology (KORP). We applied the data envelopment analysis (DEA) Scale Efficiency approach to measure the relative efficiency of 9 strategic energy technologies, which have focused on producing world class research outcomes within 5 years from 2007 to 2011. We analyzed the econometric efficiency of developing 9 strategic energy technologies and suggested the prioritization of 9 energy technologies for well focused R&D. The result will provide the energy policy makers with the fundamental data as planning for producing world class research outcomes instead of routine outputs related to the energy policy sector.
