The solvatochromic photophysical properties of two fluorescent, cyano-substituted BODIPY dyes-8-(4-bromophenyl)-3,4,4,5-tetracyano-4-bora-3a,4a-diaza-s-indacene (4CN) and 8-(4-bromophenyl)-3,5-dicyano-4,4-difluoro-4-bora-3a,4a-diaza-s-indacene (2CN)-have been studied in various solvents by UV-vis spectrophotometry and steady-state and time-resolved fluorometry. These two BODIPY analogues have comparable photophysical properties, implying that displacement of F by CN at boron has a negligible effect. Both compounds have high fluorescence quantum yields $\Phi_f$ (0.65-0.90 for 4CN and 0.63.0.88 for 2CN) in the solvents studied and display mono-exponential fluorescence decay profiles in nonprotic solvents. A new, generalized treatment of the solvent effect based on four mutually independent, empirical solvent scales (dipolarity, polarizability, acidity, and basicity of the medium) indicates that solvent polarizability and, to a lesser degree, solvent (di)polarity are crucial factors causing the solvent-dependent shifts of the UV-vis absorption and fluorescence emission. The rate constants of radiative deactivation ($k_f$) are nearly independent of the nonprotic solvent [$k_f=(1.4{\pm}0.1){\times}10^8s^{-1}$ for 4CN and ($1.5{\pm}0.2){\times}10^8s^{-1}$ for 2CN]. Both compounds undergo a color change in polar aprotic solvents (acetone, acetonitrile, and N,N-dimethylformamide), which can be stopped by addition of $HClO_4$. The kinetics of this color change indicates that the decomposition of these cyano-substituted BODIPY compounds is complex.
Assessing the Impact of the EU-sponsored Trade Liberalization in the MENA Countries

The EU-sponsored Barcelona conference in 1995 set the ambitious goal of creating the Euro-Mediterranean Free Trade Area (EUROMED) that would include the European Union and the MENA countries by 2010. The intermediate steps towards building the EUROMED have involved bilateral “vertical” trade liberalization between the EU and the particular MENA countries as well as “horizontal” trade liberalization among themselves. In this paper we evaluate empirically the effects of the new EU Association Agreements with the MENA countries using the augmented gravity equations derived from a variety of neoclassical and new trade theory models and panel data for the period 1980- 2004. We find that while these agreements increased significantly imports of the MENA countries from the EU they had no positive impact on their exports to the EU which can be attributed to the asymmetry in trade liberalization between the EU and the MENA countries.

Purpose Although postoperative radioiodine (RAI) therapy has been used in patients with differentiated thyroid carcinoma (DTC) for many years, there is still lack of data defining the timing of RAI administration. A retrospective analysis was carried out to answer the question whether the time of postoperative RAI treatment demonstrated any impact on long-term outcomes, particularly in low-risk DTC. Material The analyzed group involved 701 DTC patients staged pT1b-T4N0-N1M0, who underwent total thyroidectomy and postoperative RAI therapy. According to the time interval between DTC diagnosis and RAI administration, patients were allocated to one of three groups: up to 9 months (N = 150), between 9 and 24 months (N = 323), and > 24 months (N = 228). Median follow-up was 12.1 years (1.5–15.2). Results Based on an initial DTC advancement and postoperative stimulated thyroglobulin concentration patients were stratified as a low-, intermediate-, and high-risk group. Low-risk patients, who received RAI therapy up to 9 months, demonstrated significantly lower risk of relapse comparing to those, in whom RAI was administered between 9 and 24 months and after 24 months since DTC diagnosis: 0%, 5.5%, and 7.1%, respectively. Regarding intermediate- and high-risk groups, the differences in the timing of postoperative RAI treatment were not significant. Conclusion If postoperative RAI treatment is considered in low-risk DTC, any delay in RAI administration above 9 months since diagnosis may be related to poorer long-term outcomes.
Measurement of the neutrino velocity with the ICARUS detector at the CNGS beam

At the end of the 2011 run, the CERN CNGS neutrino beam has been briefly operated in lower intensity mode with ∼10<SUP>12</SUP> p.o.t./pulse and with a proton beam structure made of four LHC-like extractions, each with a narrow width of ∼3 ns, separated by 524 ns. This very tightly bunched beam allowed a very accurate time-of-flight measurement of neutrinos from CERN to LNGS on an event-by-event basis. The ICARUS T600 detector (CNGS2) has collected 7 beam-associated events, consistent with the CNGS collected neutrino flux of 2.2x10<SUP>16</SUP> p.o.t. and in agreement with the well-known characteristics of neutrino events in the LAr-TPC. The time of flight difference between the speed of light and the arriving neutrino LAr-TPC events has been analysed. The result δt=0.3+/-4.9(stat.)+/-9.0(syst.) ns is compatible with the simultaneous arrival of all events with speed equal to that of light. This is in a striking difference with the reported result of OPERA (OPERA Collaboration, 2011) [1] claiming that high energy neutrinos from CERN arrive at LNGS ∼60 ns earlier than expected from luminal speed.
