Tests on Liquid Penetrant products normally utilized in the temperature range $10^{\circ}C\;to\;40^{\circ}C$ have shown that the required sensibility can not be obtained at temperatures lower than $10^{\circ}C$ with the penetration and development time usually specified in the operating procedures. It is thus confirmed that $10^{\circ}C$ is the lowest allowable temperature for use of these products. The results obtained with a penetrant and develope. specially formulated for low temperatures (SHERWIN B 305+D100) are satisfactory between $0^{\circ}C\;and\;15^{\circ}C$.
SUN FLUX VARIATIONS DUE TO ORBITING PLANETS: THE SOLAR SYSTEM AS A NON-COMPACT PLANETARY SYSTEM

We study the photometric phase curves for the planets of our solar system which can be considered as a prototypical non-compact planetary system. We focus on modeling the small variations caused by three effects: reflection, ellipsoidal, and Doppler beaming. Theoretical predictions for these photometric variations are proposed, considering a hypothetical external observer. Unlike similar studies of multi-planetary systems, the physical and geometrical parameters for each planet of the solar system are well-known. Therefore, we can accurately evaluate the relationships that shape the planetary light curves for a fictitious external observer. Our results suggest that, for all planets, the ellipsoidal effect is very weak while the Doppler beaming effect (DBE) is, in general, dominant. In fact, the DBE seems to be the principal cause of variations of the light curves for the planets of the solar system. However, for Mercury and Venus the Doppler beaming and reflection effects have similar amplitudes. The phase curves obtained for the planets of the solar system show new interesting features of interest for the study of other non-compact planetary systems.
Policies to Promote Green Economy Innovation in East Asia and North America

Although there is progress in developing green sectors in North America and East Asia, the key challenge facing the expansion of economy-wide green innovation and structural change in these regions is the absence of relevant policy follow-up to the green stimulus enacted during the Great Recession. The boost to green sectors provided by such measures is waning quickly, given that much of the green stimulus focused on energy efficiency. The biggest obstacles to sustaining green growth in North America and East Asiaare major market disincentives, especially the under-pricing of fossil fuels and market failures that inhibit green innovation. A three-part strategy to overcome these obstacles would involve: first, removing fossil fuel subsidies; second, employing market-based instruments to further reduce the social costs of fossil fuel use; and third, allocating any resulting revenue to public support for green innovation and investments. Such a strategy would ensure that green growth is not about promoting niche green sectors but instigating economy-wide innovation and structural transformation in North America and East Asia.

공군사관학교와 카이스트에서 2016년 발사를 목적으로 공동개발중인 큐브위성(K<SUP>2</SUP>SAT)의 3개 통신대역(VHF, UHF, S-band)에 대한 링크버짓을 분석하고 수신 검증을 수행하였다. 링크버짓의 분석 목적은 실제 위성 운용시 위성-지상국 간 안정적이고 신뢰성있는 통신이 가능한지를 사전에 확인하고 설계에 반영하는 것이다. 본 연구에서는 링크버짓에 중요한 영향을 미치는 여러 가지 환경적인 요인들을 조사하고 각 대역별로 어느 정도 감쇠 영향을 미치는가를 분석하였다. 그리고 지상국 시스템의 안테나와 수신기의 잡음온도를 계산하여 링크버짓에 반영하였다. 분석 결과 S-band에서 최소 10<SUP>-5</SUP>의 BER을 기대할 수 있었으며 VHF, UHF의 경우에는 10<SUP>-5</SUP>의 BER을 기준으로 8dB 이상의 링크마진을 가져 신뢰도가 더 높은 통신을 기대할 수 있는 것으로 나타났다. A link budget analysis and signal reception validation were performed on VHF, UHF, S-band for the cubesat(K<SUP>2</SUP>SAT) which Korea Air-force Academy and KAIST are co-designing to launch in 2016. The objective of the link budget analysis is to examine which communications between the satellite and the ground station are stable and reliable when the cube-sat is in real operation, and to apply the examination to the design of the communication sub-system. In this research, a variety of environmental factors that have an critical impact on the link budget were researched and then we analyzed that how much power is attenuated for each communication band by them. And we applied the noise temperatures of the antenna and the receiver of the ground station to this link budget analysis. In the result of this analysis, at least 10<SUP>-5</SUP> of BER has been expected for S-band, and more reliable communications has been supported for VHF and UHF, because more than 8dB link margin is achieved when the BER expected is 10<SUP>-5</SUP> .
