바젤기준 거액익스포져 규제의 국내도입 연착륙을 위한 방안 연구:Fuzzy AHP를 활용하여

2014년 바젤위원회에서 거액익스포져 감독체계기준서를 발표함에 따라, 그동안 국내에서 차주별 신용편중리스크 관련 규제였던 은행법상 동일차주 신용공여 한도 규제가 향후 바젤기준 거액익스포져 규제로 대체될 예정이다. 금융위원회는 2019년 3월 바젤기준 거액익스포져 한도관리 기준을 제정한 후 현재까지 행정지도로 운영하고 있다. 본 연구는 2023년 3월에 국내 정식 도입 예정인 거액익스포져 한도관리 기준의 연착륙을 위한 정책적․실무적 방안을 은행 현업 전문가들을 대상으로 설문조사를 실시하여 Fuzzy AHP로 분석하였다. 분석 결과, 제도정비와 같은 금융당국의 규제 도입 관련 후속절차가 가장 중요하고 시급하며, 다음으로 은행들의 거래상대방그룹 평가를 지원하는 감독당국의 추가 역할, 마지막으로 은행들의 새로운 규제에 대한 대응전략 수립이 중요한 것으로 나타났다. 이 연구는 해당 규제의 정식 도입 이전에 금융당국, 감독당국, 은행업권이 중점적으로 준비해야 할 사항을 분석하고 제시함으로써 학문적, 실무적 가치를 갖는 시사점을 제공한다.

In relation to the development of automatic discharging and grinding system producing eco-friendly composite fertilizer raw materials, the performance test was proceeded. and We had obtained the following results. 1. Of the evaluation items set as performance indicators for this technology development, the “grinding capacity” of the composite fertilizer roll mill is higher than the current market-sufficient performance (1500kg/hr) of 1800kg/hr.For “grind particle size”, results of less than 1.8 mm on average were obtained, which is smaller than market-sufficient performance (average less than 2 mm). 2. As a result of the evaluation of “1batch 400kg discharge time”, the results of less than 10min/1bach were obtained, which is shorter than the market satisfaction performance (15min/1bach).

The existing production and manufacturing process was manually operated and the cleaning process was not constant due to poor environmental conditions for several hours, so the production efficiency was significantly lowered and manufacturing cost was increased. In this R&D, productivity improved by doubling the production of 300 units per hour to 700 units, and in this development, manufacturing costs were lowered through this process improvement project based on automotive shoba automation technology.

The necessity for the interregional differentiation of national assistance arises from the general perception that existing regional policies are ineffective to accomplish the balanced regional development. Existing regional policies and implementation system have limited capabilities to contribute substantially to the balanced territorial development. There is a growing need to enhance balanced interregional development through the redistribution of national resources by differentiating government assistance depending on the development level. The study attempts to categorize regions using statistical data on various aspects of regional development. Fifteen social and economic indices were employed to classify all of the 232 local autonomous regions throughout the country. A cluster analysis using the SPSS identified four groups of regions according to the level of development. The first and most advanced group includes 53 regions; The second and third group include 71 and 60 regions respectively; The last and most depressed group includes 48 regions. The study suggests the spatial policy framework that reflects differential characteristics according to this grouping of regions.
