        파력발전 적지 선정을 위한 제주 해역 파랑에너지 분포특성 연구

        Wave power distribution is investigated to determine the optimal sites for wave power generation at Jeju sea which has the highest wave energy density in the Korean coastal waters. The spatial and seasonal variation of wave power per unit length is calculated in the Jeju sea area based on the monthly mean wave data from 1979 to 2002 which is produced by the SWAN wave model simulation in prior research. The selected favorable locations for wave power generation are compared in terms of magnitude of wave energy density and distribution characteristics of wave parameters. The results suggest that Chagui-Do is the most optimal site for wave power generation in the Jeju sea. The seasonal distribution of wave energy density reveals that the highest wave energy density occurs in the northwest sea in the winter and it is dominated by wind waves, while the second highest one happens at south sea in the summer and it is dominated by a swell sea. The annual average of wave energy density shows that it gradually increases from east to west of the Jeju sea. At Chagui-Do, the energy density of the sea swell sea is relatively uniform while the energy density of the wind waves is variable and strong in the winter.

        우리 나라의 파생금융상품에 대한 회계와 과세 (課稅)

        본 논문에서는 파생금융상품에 대향 회계와 과세의 쟁점을 선물거래를 중심으로 논하고, 각국의 제도 및 법령을 검토하여 이를 우리 나라의 현행제도의 문제점과 바람직한 개선방향을 제시하도록 이론적 문헌연구를 하였다. 본 논문에서는 파생금융상품에 대한 경제적 실질을 반영하여 회계 및 과세의 제 규정들이 정비되어야 함을 기술하였다. 특히 회계에 있어서 거래목적을 명확히 구분하고 시가주의에 의한 손익인식 및 적절한 공시를 하여야 하며, 과세에 있어서도 회계의 손익인식을 바탕으로 보다 더 명확한 규정을 마련하여야 함을 강조하였다. 이러한 관점에서 파생금융상품에 대한 우리나라의 회계 및 과세관련 제규정들의 미비점을 검토하고 이에 대한 바람직한 개선방향을 제시하도록 하였다. 본 논문에서 각국의 제도와 비교 검토하여 제시된 우리 나라의 회계 및 과세와 관련한 여러 문제점과 개선방향은 향후 우리 나라의 제도를 정비함에 있어서 유용하리라고 기대한다.

        개발사업 투자효율화를 위한 지방자치단체의 사업관리능력 평가연구 - 도로사업을 중심으로 -

        It has brought about a growing awareness that the local governments are being paid much attentions to raise their managerial capacities after decentralizing the public project planning and management to the local development with the advent of local autonomy. However, the project management at local level is far behind to satisfaction standard due to their underdeveloped managerial skills and short experiences. Therefore this paper attempts to examine their managerial level of the road development projects financed by the local governments in order to improve its investment efficiency and effectiveness of the public funds. Ninety local governments out of 248 institutes are interviewed to collect sufficient data. Chi-square and F-test have been employed to analyze the statistical difference between comparative groups. The major findings are as follows; 1. The field officers of the project management at the local government response that the major field problems of the road development projects are land aquisition and project funding in order. It may be caused by the facts that the compensation for land owners did not reach to their satisfied level because of the prise difference made by the Land Apprizers and the officers` miscalculation of the actual budget. 2. The local government officials tend to solve their field problems by way of employing self-solving method in the field instead of consultation from the technical specialists. Because of a small scale of the local government financed projects and relatively short project experience, they did not realize its seriousness of the field problems. It may cause critical problems later to the project post management. 3. Most local governments insufficiently allocated their budget to its post management. Particularly a small road project tends to have far reaching maintenance budget due to the lack of regulation for the local government financed projects.

        미국 주정부의 지역경제정책 분석연구

        This study attempts to examine the regional economic development policies of the selected States, USA. There are wide variations among states in their expenditures for regional economic development promotion, in the amount and types of incentives available to firms, and in the orientation taken by state departments of economic development to improving economic opportunities in their state. State compete with each other for economic development goals- plants, investment, jobs, and high tech industries. The programs are oriented toward providing the information services that business need. The divergence of state programs is implemented. For example, some state have a highly focused program on a small number of targets while other states have pursued a broad approach. There are also a great deal of variation in the extent to which state focus on attraction versus retention and business development. Many state showed a great deal of convergence on the process of revitalizing and strenthening economic development policy.

        주택지가 변화와 요인분석

        The general trend toward high rates of land price increases for hausing sites is a common phenomenon for almost all urban areas in Korea. Many factors affect land price, including changes in economic growth, inflation rates, population increases, urban development plans, etc. This study attempts to identify the trend and the major factors affecting the clanging urban land prices for housing sites. Thirty two cities throughout the country were selected. Major data collected by the Official Land Evaluators during 1973-1987, were employed to be analyzed. The variables applied to the regression model were population density, the availability of housing sites and the degree of monetary supply. The major findings can be summarized as follows; 1. The rate of land prices during 1973-1987 were increased by 1,112% in general but 2,135% in Seoul City. This represents a more than two fold increase compared to the consumer price index and the bank rate. The research model shoes that the variable of monetary expansion affects the land price increase more than the consumer price index. 2. The Central and South-East planning regions have relatively higher increas in the land price compared to other regions. It seems that, the high demand for land due to concentration of industries and poputation in the regions, during the surveyed period, cause the land price to increase dramatically. 3. The increase rate for land prices for housing sites reveals a relatively higher rate in medium sized urban areas than bigger cities. This leads to an accelerated increased rate, not only due to the low initial land price in the medium sized cities, but also to a higher potential for growth. The research shows the land price cycle to be four to five years, related to national election events and a high monetary supply. 4. The relationship between population density and the land price has a high correlation. The more recent the years, the higher the correlation coefficient between them, pointing to the fact that the suggested model is a relatively high fit.
