Environmental pollution caused by population increase and industrial development influences river ecosystem. In order to conserve the water quality of the Tamjin river, it is necessary to estimate the BOD reduction rate. The BOD concentration is estimated by QUAL2E model applying in the target year 2007. The study basin of the Tamjin river is divided into 52 elements of 5 reaches. A target reduction rate of the BOD pollutant load which is satisfied mth target water quality in 2007 is predicted. A formula for calculating water quality management using regression analysis based on the various BOD reduction rates of the target basin is suggested.

This research had analyzed by the comparative method time of flood concentration, an empirical formula. Many model applied to flood forecast warning system and estimate flood discharge for flood discharge prediction, were developed and presented for calculate method of flood runoff. These are rejected from practical in spite of rationally good method. Taking these point into account, Kerbys'empirical formula has the greatest result when S = H/L = 0.333 (dimensi-onless) is applied to the empirical formula, like Kirpich, Rziha, Kerb formula. applying empirical formula presented on river facilities criteria, design criteria to estimating time of concentration, research must take a more catious attitude, and it may be improved by developing time of concentration estimating formula.
