This is a study on the housing environment and its problems with special reference to its demand and supply problem in this regional city. The city of Cheong-ju is generally known as an educational, cultural, and also well regarded as a good city to live in comfort. But the housing problem is one of serious problems in this city than in any other cities. It seems that resolving the problem in near future may not be possible but as the government has designated this city as one of core regional cities the housing problem in this city may be dealt with better priority. This paper looked into the houing demand and its supply and then pursued on the housing environment in order to find ways. to improve the situation in this seemingly stabilized city.

Cadastre which serves a mean of registering land to land book has been practiced from the ancient times and still prevails on. Functions of cadastre are so diverse and so closely related to property that it is taken a most valuable thing today. It is annoying to note that such important functions inherent to cadastre failed to be demonstrated in effect. There exists a particular problem originating from differences between actual record on cadastre and real status of property concerned. Land book includes such data as land address, parcel number, land category, boundary, coordinates, area and ownership but real status of property does not always coincides with those descriptions carried in land book. The contradiction between the both enties are so-called Non-Coincidence Cadastre in the cadastre circle. Degree of non-coincidence cadastre as it is highly serious in Korea. But immediate attempt of corrective action remains a hard job to be tackled with. After-effect stemming from non-coincidence cadastre affects adversely respective individual person, the society as a whole and the nation as well. So long as such ill-effect left unchecked continuously causing loss or damage to those concerned, disputes over land transactions will be inevitable rational claim of ownership will be hardly carried out and reliability or authority of the nation will be certainly impared. Based on consideration of solving the non-coincidence cadastre, this studies deeloped theories in the following sequences ; 1. Introduction. 2. Definition of non-coincidence cadastre. 3. Current status and causes of non-coincidence. 4. Counter-measures. 5. Conclusions. The thories covered boils down to the conclusions below. 1. Special law should be enacted to enable resurvey of lands throughout. the country for cadstre examination. 2. Sufficient fund for conduct of land re-survey be secured. Organization and functions of cadastre should be ideally and rationally adjusted and augmented.
