본 연구에서는 중국 베이징시(北京市) 中關村 클러스터를 사례로 첨단산업 연구개발 네트워크의 특성을 기업 간, 산 · 학. 산 · 연. 산 · 관에 초점을 두고 고찰하였다. 분석결과는 다음과 같다. 中關村 클러스터 기업의 국제경쟁력을 제고시키기 위해서는 연구개발의 강화가 요구된다. 기업의 연구개발 네트워크 실태를 조사한 결과를 살펴보면, 조사 대상 기업들은 현재에도 어느 정도는 연구개발 네트워크가 활성화되고 있다. 특히 기업의 협력 대상별 안구개발 네트워크의 내용에 있어서 차이는 있으나, 기업들은 다양한 내용으로 연구개발 네트워크를 이용하고 있다. 그러나 연구 개발 네트워크가 어느 정도 자리잡은 수준에 이르고 있지만 아직까지 기업들이 연구개발 네트워크를 구축하는데 많은 애로가 있는 것이 사실이다. 따라서 본문은 기업들이 연구개발 네트워크를 형성하는데 애로점을 해결하기 위해 개선 방안을 제시하였다. This paper studies the R&D network of the Zhongguancun Cluster, the most representative innovative cluster oi the high-tech industry in China at present. For this study, Zhongguancun Cluster was the first high-tech cluster to have been created in China, the current Zhongguancun Cluster has played a leading role in the development of the high-tech industry in China. In addition, the Zhongguancun Cluster has at helped elevate China as a key region in terms of research development in relation to the high-tech industry. In particular, companies evaluate the research development network culture of Zhongguancun cluster positively and this increases their tendency to approach the research development network with an open mind. The main contents in research development network are as follows; ① joint or consigned research development and technology transfer in the case of research development network between companies, ②joint or consigned research development, human resource support and employment, technical advice and consultant and technology transfer in the case of industrial-educational relationships ③ joint or consigned research development, technical advice and consultant and technology transfer in the case of industrial-research relationships,④ financial support and participation in joint research development project held by government in the case of industrial and governmental relationships⑤ financing for research development, utilization of research human resources, purchase of research development and use of research development equipment for mediators. The main difficulties in creating a research development network are ``lack of mutual trust``, ``financial problems of companies`` and ``lack of information``. Especially, the main key obstacles for the most important research development network between industry and government in the case of the Zhongguancun Cluster are ``complicated and strict procedures. Therefore, more accurate and detailed understanding of the conditions and the following institutional measures from government are required for research development among companies.

본 연구에서는 중국 베이징시(北京市) 중관촌(中關村) 클러스터를 사례로 첨단산업 네트워크의 공간적 특성을, 구매, 판매, 생산자 서비스, 정보, 연구개발에 초점을 두고 고찰하였다. 분석결과는 다음과 같다. 중관촌(中關村) 클러 스터 기업의 구매, 생산자 서비스, 정보, 연구개발 네트워크의 공간적 특성은 클러스터 내부를 중심으로 하는 국지적 네트워크가 발달하고 지역적 뿌리내림이 강하게 나타났다. 이는 중관촌(中關村) 클러스터 기업은 중국을 대표하는 첨 단 기업으로 원자재 및 부품은 클러스터 내 기업에 주로 의존할 수밖에 없는 산업환경적 특성과 정부의 정책적 지원 기관이 집중되어 있기 때문에 생산자 서비스 그리고 혁신에 관한 정보를 제공할 수 있는 제도적 기반이 상대적으로 잘 갖추어져 있기 때문이다. 또한 중관촌(中關村) 클러스터는 중국 내 타 지역에 비해 우수한 연구개발 역량을 가진 기업, 대학, 그리고 연구소가 집적되어 있을 뿐만 아니라 클러스터 내에 기술혁신을 위한 각종 지원기관이 집중되어 양적으로나 질적으로 최고수준의 연구개발 지원을 받고 있기 때문이다. 반면에 이 지역에서 생산된 첨단 제품들은 베 이징뿐만 아니라 중국 전역 나아가서는 해외로 판매되고 있기 때문에 제품 판매 네트워크는 비국지적 네트워크가 강 하다. 결론적으로 특정산업집적지가 혁신클러스터로 발전함에 있어서는 클러스터 주체간의 국지적 네트워크의 강화가 무엇보다 중요하다. 이런 점에서 중관촌(中關村) 클러스터는 네트워크 관점에서 본다면 기본적인 토대가 갖추어졌다고 할 수 있다. 그러나 국제적인 경쟁력을 강화하기 위해서는 국지적 네트워크뿐만 아니라 국제적 네트워크를 강화할 필 요가 있다고 하겠다. In addition, the Zhongguancun Cluster has attracted global attention and helped elevate China as a key region in terms of research development in relation to the high-tech industry. With regard to the spatial characteristics of the network belonging to the companies in Zhongguancun Cluster, purchase and producer services and information and R&D network have a strong tendency to be local, while on the other hand the product sales network has a strong tendency to be non-local. It is because the political support supplied by the government, institutional base that provides high-tech companies, producer services and information regarding producer services is relatively well prepared and managed in Zhongguancun Cluster. The spatial characteristics of the R&D network have a very strong local character is due to the location of the Zhongguancun Cluster where companies, universities and research centers with outstanding research development capacity as well as various support organizations for technology innovation within the cluster are included. On the other hand, because the high-tech products produced in this area are sold all across China as well as in foreign countries, the product sales network has a strong non-local character. Strengthening the local network in terms of the main agents of the cluster is the most important aspect in order to develop a certain industrial cluster into an innovative cluster. In this respect, if the Zhongguancun Cluster is seen from the perspective of a network, it has a basic network foundation. However, to strengthen international competitiveness, not only the local network but also the international network should be strengthened.
